Principles of diploma and certificate management and issuance

  1. Diplomas and certificates are uniformly managed, with management decentralization carried out to the Departments of Education and Training, granting autonomy and self-responsibility to teacher training institutions and higher education institutions in accordance with Article 3 of these Regulations.

2. Diplomas and certificates are issued once, except in the case stipulated in Article 18 of these Regulations.

  1. All acts of fraud in the issuance and use of diplomas and certificates are strictly prohibited.
  1. Ensuring transparency and openness in the issuance of diplomas and certificates.

According to the principle, the diploma is only issued once, except for cases of clerical errors by the competent authority.

Thus, a lost high school diploma will not be reissued, except in the case where the high school diploma was written incorrectly due to an error by the competent authority issuing the diploma.

Based on point b, clause 1, Article 15 of the Regulations on the management of junior high school diplomas, high school diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, university degrees, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT stipulating the authority to issue diplomas:

Authority to issue diplomas and certificates

  1. The authority to issue diplomas is stipulated as follows:

a) Junior high school diplomas are issued by the education and training department heads;

b) High school diplomas are issued by the director of the education and training department;

c) Intermediate pedagogical diplomas and college pedagogical diplomas are issued by the head of the teacher training institution or the head of the higher education institution with teacher training programs;

d) University degrees are issued by the university director, university president, academy president, or research institution head authorized to train and issue diplomas at the corresponding level;

đ) The university director issues university degrees to students of affiliated training and research units (excluding member universities).

  1. The director of the education and training department and the head of the educational institution shall issue certificates to students according to regulations.

Therefore, high school diplomas are issued by the director of the education and training department.

What is the time limit forthe issuance of high school diplomas in Vietnam?

Based on point b, clause 1, Article 17 of the Regulations on the management of junior high school diplomas, high school diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, university degrees, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT stipulating the issuance period of diplomas as follows:

Timeline for diploma and certificate issuance

  1. The persons authorized in clause 1, Article 15 of these Regulations are responsible for issuing diplomas to students within the following timeframe:

a) 75 days from the date the graduation decision for junior high school and high school is issued;

b) 30 days from the date the graduation decision for intermediate pedagogical programs, college pedagogical programs, and university is issued;

c) 30 days from the date the graduation decision and master's degree issuance is issued;

d) 30 days from the date the graduation decision and doctoral degree issuance is issued.

  1. The persons authorized in clause 2, Article 15 of these Regulations are responsible for issuing certificates to students within a maximum of 30 days from the date of completion of the training, advanced training course, or certificate examination.
  1. While awaiting diploma issuance, students qualified for graduation are issued a temporary graduation certificate by the educational institution where they studied.

The director of the education and training department stipulates the template for temporary graduation certificates for those qualified for junior high school and high school graduation within the jurisdiction; the head of the teacher training institution or higher education institution stipulates the template for temporary graduation certificates for those qualified for intermediate pedagogical and college pedagogical graduation and university degrees.

Thus, the issuance period for high school diplomas is 75 days from the date the high school graduation decision is issued.

What is the procedures for reissuing a high school diploma in case of errors in Vietnam?

Based on clause 3, Article 18 of the Regulations on the management of junior high school diplomas, high school diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, university degrees, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, the procedure for reissuing a high school diploma due to errors is as follows:

Step 1: The individual requesting the reissuance of a high school diploma submits directly or via postal service to the competent authority a dossier including: an application for reissuance; the erroneous high school diploma; and documents proving the error was made by the competent authority.

Step 2: Within 05 working days from the date of receiving the complete and valid dossier, the competent authority considers and decides on the reissuance; if the reissuance is not approved, a written response with clear reasons must be provided.

Step 3: In case the current diploma template has changed compared to the one at the time of issuance, the competent authority shall use the current diploma template for reissuance.
