Based on Article 15 Circular 22/2021/TT-BGDDT specifying commendation:
Awards
- The principal grants certificates of merit to students
a) End-of-school-year awards
- Best Students Award for those who have "Excellent" ratings in both conduct and academic performance throughout the year, with an average score of 9.0 or higher in at least 6 subjects assessed by both comments and scores.
- Outstanding Students Award for those who have "Good" ratings in both conduct and academic performance throughout the year.
b) Awards for students with sudden achievements in conduct and studies throughout the school year.
- Students with special achievements are considered for higher-level awards by the school.
And according to Clause 1 Article 21 Circular 22/2021/TT-BGDDT:
Effective date
- This Circular takes effect from September 5, 2021, and is implemented as follows:
- From the academic year 2021-2022 for 6th grade.
- From the academic year 2022-2023 for 7th and 10th grades.
- From the academic year 2023-2024 for 8th and 11th grades.
- From the academic year 2024-2025 for 9th and 12th grades.

According to the regulations in Vietnam, the principal only grants certificates of merit to students with the title 'Outstanding Students', 'Excelent Students', and students with sudden achievements in conduct and studies throughout the school year.
Thus, 9th-grade students with good academic results at the end of the 2024-2025 school year will not receive a certificate of merit.

What are the regulations for evaluating 9th-grade students' conduct?
Article 8 Circular 22/2021/TT-BGDDT specifies the evaluation of students' conduct as follows:
- Basis and organization for evaluating the conduct of students
+ Conduct evaluation is based on the required qualities and general capacities suited to subjects and grade levels stipulated in the overall program and the specific competencies required in the subject program in the general education curriculum.
+ Subject teachers evaluate the students' conduct, progress, significant merits, and main limitations during the conduct and learning process according to the regulations.
+ Homeroom teachers monitor the students' conduct and learning process, refer to feedback from subject teachers, parents, relevant agencies, and organizations; guide students to self-evaluate; and evaluate students' conduct according to the levels specified in Clause 2 of this Article.
- Students' conduct results for each semester and the whole year
Students' conduct results for each semester and the whole year are evaluated at one of four levels: Excellent, Good, Pass, Fail.
+ Semester conduct results:
++ Excellent: Meets the required qualities in the general education curriculum with many notable achievements.
++ Good: Meets the required qualities in the general education curriculum with some notable achievements but not at the Excellent level.
++ Pass: Meets the required qualities in the general education curriculum.
++ Fail: Does not meet the required qualities in the general education curriculum.
- Whole-year conduct results:
++ Excellent: Semester 2 is rated Excellent, Semester 1 is rated Good or higher.
++ Good: Semester 2 is rated Good, Semester 1 is rated Pass or higher; Semester 2 is rated Pass, Semester 1 is rated Excellent; Semester 2 is rated Excellent, Semester 1 is rated Pass or Fail.
++ Pass: Semester 2 is rated Pass, Semester 1 is rated Good, Pass, or Fail; Semester 2 is rated Good, Semester 1 is rated Fail.
++ Fail: Other cases.
How are the academic results of 9th-grade students in the 2024-2025 school year evaluated in Vietnam?
Based on Article 9 Circular 22/2021/TT-BGDDT specifying the evaluation of 9th-grade students' academic results in the 2024-2025 school year:
(1) Academic results per subject
- Subjects evaluated by comments:
++ Each semester, students' academic results for each subject are rated at one of two levels: Pass or Fail.
++ Pass: Meets the required number of assessments specified in this Circular and all are rated Pass.
++ Fail: Other cases.
+ For the whole year, students' academic results per subject are rated at one of two levels: Pass or Fail.
++ Pass: Semester 2's academic results are rated Pass.
++ Fail: Semester 2's academic results are rated Fail.
- Subjects evaluated by comments combined with scores:
+ Semester subject average score (abbreviated as ĐTBmhk) for each subject is calculated as follows:
TĐĐGtx: Total score from regular assessments.
+ Year subject average score (abbreviated as ĐTBmcn) is calculated as follows:
ĐTBmhkI: Semester 1 subject average score.
ĐTBmhkII: Semester 2 subject average score.
(2) Academic results in each semester and the whole year
For subjects evaluated by comments combined with scores, ĐTBmhk is used to evaluate students' academic results for each semester, and ĐTBmcn is used to evaluate students' academic results for the whole year. Students' academic results for each semester and the whole year are rated at one of four levels: Excellent, Good, Pass, Fail.
- Excellent:
+ All subjects evaluated by comments are rated Pass.
+ All subjects evaluated by comments combined with scores have ĐTBmhk, ĐTBmcn of 6.5 or higher, with at least 6 subjects having ĐTBmhk, ĐTBmcn of 8.0 or higher.
- Good:
+ All subjects evaluated by comments are rated Pass.
+ All subjects evaluated by comments combined with scores have ĐTBmhk, ĐTBmcn of 5.0 or higher, with at least 6 subjects having ĐTBmhk, ĐTBmcn of 6.5 or higher.
- Pass:
+ At most, one subject evaluated by comments is rated Fail.
+ At least 6 subjects evaluated by comments combined with scores have ĐTBmhk, ĐTBmcn of 5.0 or higher; no subject has ĐTBmhk, ĐTBmcn below 3.5.
- Fail: Other cases.
(3) Adjusting academic evaluation results
If the academic evaluation result for a semester or the whole year drops by 2 or more levels compared to the levels specified in point a, point b clause 2 Article 9 Circular 22/2021/TT-BGDDT due to the assessment result of only one subject, the academic evaluation result for that semester or the whole year is adjusted up to the next level.
