According to Official Dispatch 8726/VPCP-KGVX of 2024 regarding the Lunar New Year holiday and several holidays:
Based on the proposal from the Ministry of Labor, Invalids and Social Affairs in documents No. 5152/BLDTBXH-CATLD dated October 22, 2024, and No. 5621/BLDTBXH-CATLD dated November 8, 2024, regarding the plan for Lunar New Year, National Day, and other public holidays in 2025, the Prime Minister of Vietnam, Pham Minh Chinh, has the following opinion:
Agrees with the proposal from the Ministry of Labor, Invalids and Social Affairs as mentioned in the documents for Lunar New Year, National Day, and the swap of working days during the holiday of Victory Day on April 30 and International Labor Day on May 1, 2025. The Minister of Labor, Invalids and Social Affairs will inform administrative agencies, public service providers, political organizations, socio-political organizations, enterprises, and employees according to regulations.

It will swap the normal working day on Monday, April 29 during the holiday of Victory Day on April 30 and International Labor Day on May 1, 2025 and arrange another working day.
Thus, the Victory Day and International Labor Day holiday (April 30 and May 1, 2025) will last 5 days.

Are upper secondary school teachers in Vietnam entitled to days off on April 30 and May 1, 2025?
According to Article 13 of the Law on Public Employees 2010, the regulation is as follows:
Rights of public employees to rest
1. To take annual leaves, holidays and leaves for personal reasons under the labor law. Public employees who do not use any or all of prescribed annual leave days due to work requirements are entitled to a sum of money for those days on which they work.
2. Public employees working in mountainous, border, island, deep-lying and remote areas and in other special cases may take leave days of 2 years at a time if they so wish. If wishing to take leave days of 3 years at a time, they shall obtain consent of the heads of their public non-business units.
3. For special non-business fields, public employees may take paid leaves as provided by law.
4. To lake unpaid leaves for plausible reasons and after obtaining consent of the heads of their public non-business units.
According to Article 112 of the Labor Code 2019, the regulation on public holidays is as follows:
Public holidays
1. Employees shall be entitled to fully paid days off on the following public holidays:
a) Gregorian Calendar New Year Holiday: 01 day (the 1st of January of the Gregorian calendar);
b) Lunar New Year Holidays: 05 days;
c) Victory Day: 01 day (the 30th of April of the Gregorian calendar);
d) International Labor Day: 01 day (the 1st of May of the Gregorian calendar);
dd) National Day: 02 days (the 2nd of September of the Gregorian calendar and the previous or next day);
e) Hung Kings Commemoration Day: 01 day (the 10th of the third month of the Lunar calendar).
2. Foreign employees in Vietnam are entitled to 01 traditional public holiday and 01 National Day of their country, in addition to the public holidays stipulated in Clause 1 of this Article.
3. The Prime Minister shall decide the specific public holidays mentioned in Point b and Point dd Clause 1 of this Article on an annual basis.
Thus, upper secondary school teachers will be entitled to days off on April 30 and May 1, 2025. Students will be off according to the teacher's schedule, and it is projected that the Victory Day and International Labor Day holiday (April 30 and May 1, 2025) will last 5 days.

dd) National Day: 02 days (the 2nd of September of the Gregorian calendar and the previous or next day);
e) Hung Kings Commemoration Day: 01 day (the 10th of the third month of the Lunar calendar).

Thus, under the above regulations, upper secondary school teachers in one working year have an average of 11 days off for public holidays for Vietnamese employees and 13 days for foreign employees in Vietnam.
Note: Based on actual conditions, the Prime Minister of Vietnam will specifically decide the holidays for Lunar New Year and National Day.
