Pursuant to the Appendix issued together with Decree No. 84/2020/ND-CP, the application for policy scholarship for students of vocational education institutions is Form No. 03 as stipulated below:

What is the policy scholarship amount for students of vocational education institutions who are war invalids and living in poor households in Vietnam?
Pursuant to Article 9 Decree No. 84/2020/ND-CP:
- Subjects: Students under assigned policies; students of preparatory universities and boarding schools for ethnic minorities; students of vocational education institutions who are war invalids or people with disabilities.
- Amounts:
+ For students under assigned policies, students of preparatory universities, and boarding schools for ethnic minorities; students of vocational education institutions who are war invalids or people with disabilities: The scholarship amount is 80% of the statutory pay rate/month;
+ For students who are war invalids and living in poor households studying in vocational education institutions dedicated to war invalids and people with disabilities: The scholarship amount is 100% of the statutory pay rate/month.
Thus, students of vocational education institutions who are war invalids and living in poor households are entitled to a policy scholarship amount equal to 100% of the statutory pay rate/month.
What are procedures for policy scholarship application for students of vocational education institutions who are war invalids and living in poor households in Vietnam?
Pursuant to Clauses 4 and 5, Article 9 Decree No. 84/2020/ND-CP:
* Policy Application Dossier:
- For students of vocational education institutions dedicated to war invalids and people with disabilities:
The application form (Form No. 02 Download and Form No. 03 Download);
Certified copy from the original registration book, notarized copy from the original, or copy with the original for comparison of the birth certificate;
Certified copy from the original registration book, notarized copy from the original, or copy with the original for comparison of the disability certificate issued by the local commune committee for students who are disabled;
In case the student does not have a disability certificate, a certified copy from the original registration book, notarized copy from the original, or copy with the original for comparison of the decision of the District People’s Committee on social allowances for the disabled;
Certified copy from the original registration book, notarized copy from the original, or copy with the original for comparison of the war invalids card for students who are war invalids.
* Procedure for scholarship approval:
- For students of vocational education institutions dedicated to war invalids and people with disabilities:
+ Within 15 days from the date of enrollment, vocational education institutions inform students about policy scholarships, submission time, and guide students to submit documents following regulations.
Each student only has to submit one set of documents once to apply for a scholarship for the entire study period at the vocational education institution;
+ For students of public vocational education institutions: The principal of the public vocational education institution organizes the dossier assessment, compiles, lists, and estimates the funding for policy support of study costs for students (Form No. 04 Download) and submits it to the direct management agency for approval and forward it to the financial authority for submission to the competent authority for approval.
If the dossier does not conform to the regulations, the public vocational education institution must inform the student within 05 working days from the date of receiving the dossier;
+ For students of private vocational education institutions: Students fill in the application form (Form No. 03 Download) and send it to the vocational education institution where they are studying for confirmation within 10 working days from the date of receiving the application and guide students to submit the dossier to the Department of Labor, War Invalids, and Social Affairs where the student has a permanent residence.
The Department of Labor, War Invalids, and Social Affairs organizes the assessment, approval of the list of subjects entitled to policy benefits, and prepares the estimated funding for submission to the financial authority, which is then submitted for approval to the competent authority.
In case the dossier does not meet the regulations, the Department of Labor, War Invalids, and Social Affairs must inform the student within 07 working days from the date of receiving the dossier;
+ If students do not submit the full dossier as prescribed, they will only receive the policy scholarship starting from the date the vocational education institution, the Department of Labor, War Invalids, and Social Affairs receive the full dossier as prescribed and will not be retroactively paid for the time studied before the dossier is fully submitted according to regulations.
