What are the duties of university students in Vietnam?

Based on Article 4 of the Regulations on student affairs for regular university training programs issued with Circular 10/2016/TT-BGDDT, regular university students have the following duties:

- Comply with the policies and guidelines of the Communist Party, laws and policies of the State, the university charter, and the regulations and rules of the higher education institutions.

- Study and train according to the program and education plan of the higher education institution; be proactive, active in self-study, research, creativity, and moral and lifestyle cultivation.

- Respect teachers, management staff, public employees, and employees of the higher education institution; unite and help each other during study and training; practice cultural lifestyle in the school.

- Preserve and protect assets; act to contribute to protecting, building, and promoting the traditions of the higher education institution.

- Fully comply with the regulations on health checks at the beginning and periodically during the study period as per the higher education institution’s regulations.

- Pay tuition fees and health insurance in full and on time.

- Participate in public service labor, volunteer activities, and community service suitable for one’s abilities and health as required by the higher education institution.

- Comply with the obligation to work for a certain period as assigned by the State when receiving scholarships or training costs provided by the State or sponsored by foreign countries under agreements signed with the State; if not, repay the scholarship and training costs as per the Government of Vietnam's regulations.

- Participate in preventing and combating negative phenomena and fraud in study and exams; promptly report to the faculty, functional departments, or the head of the higher education institution or competent authorities when detecting negative acts, fraud in study and exams, or acts violating laws and other regulations of the institution by students, staff, or teachers.

- Engage in ensuring security, order, traffic safety, and crime prevention in schools, families, and the community.

What rights do university students in Vietnam have?

Based on Article 5 of the Regulations on student affairs for regular university training programs issued with Circular 10/2016/TT-BGDDT, regular university students have the following rights:

- Be admitted to study the registered major if they meet the admission requirements as per the Ministry of Education and Training and the higher education institution.

- Be respected and treated equally; be fully informed of their personal information on study and training as per the higher education institution’s regulations; be informed of the institution’s rules and regulations and the policies of the State related to students.

- Be facilitated in study, scientific research, and training, including:

+ Use the library system, equipment, and facilities for study, scientific research, cultural, arts, and sports activities;

+ Participate in scientific research, academic competitions, Olympic competitions, and scientific and technical innovation contests;

+ Receive health care and protection as per current State regulations;

+ Apply for scholarships to study abroad or participate in student exchange activities abroad; pursue further studies at higher levels according to current regulations;

+ Participate in activities organized by the Communist Party, the Ho Chi Minh Communist Youth Union, the Vietnam Student Association; join student self-management organizations and related social activities both within and outside the school as per the law; participate in healthy cultural, arts, and sports activities that align with the educational goals of the higher education institution;

+ Utilize available social work services of the higher education institution (including career counseling, job orientation, health and psychological counseling, support for students with special circumstances,...);

+ Take temporary leaves, suspend studies, study at a slower pace, study faster, study two programs simultaneously, and transfer schools according to the regulations on training by the Ministry of Education and Training; be entitled to leave for summer, lunar new year, and holidays as prescribed.

- Be entitled to policies and scholarships as per current regulations, including scholarships funded by organizations and individuals both within and outside the country; receive fee reductions when using public transportation, recreational services, and visiting museums, historical sites, and cultural works as prescribed by the State.

- Contribute opinions, participate in management and supervision of educational activities and quality assurance conditions; propose solutions to build and develop higher education institutions directly or through their legal representatives; express desires and lodge complaints with the head of the higher education institution about issues related to students' legitimate rights and interests.

- Be considered for accommodation in dormitories and be prioritized for dormitory allocation as per regulations.

- Qualified graduates receive diplomas, certificates, transcripts of study and training results, and other related documents; and other administrative procedures are handled.
