c) Regarding capability assessment: Candidates must be evaluated objectively, fairly, and reliably on their academic ability and potential to succeed, meeting the program's and training sector's requirements;
d) Regarding admission opportunities: Candidates must be given the highest admission opportunities and the right to determine their priority preferences among eligible programs and sectors;
dd) Regarding commitment implementation: Educational institutions must fulfill their commitments to candidates; advise, support, and resolve complaints, protecting the candidates' legitimate rights in risky situations.
2. Equality Between Educational Institutions
a) Regarding cooperation: Educational institutions cooperate equally to enhance the quality and efficiency of admissions, while bringing the best benefits to the candidates;
b) Regarding competition: Educational institutions compete honestly, fairly, and healthily in admissions according to legal provisions on competition.
3. Transparency to Society
a) Regarding information transparency: Educational institutions are responsible for publicly announcing full, clear, and prompt admissions information through appropriate media for societal and state management agency supervision;
b) Regarding accountability: Educational institutions are responsible for reporting upon request from state management agencies and explaining to society through appropriate means about major issues causing public concern.

What shall the Ho Chi Minh City University of Education do to comply with the announcement of admission scores in 2024?
Based on Article 20 of the University Admission Regulations, the College Admission in Preschool Education issued together with Circular 08/2022/TT-BGDDT, the selection and handling of preferences according to the general plan are as follows:
- Educational institutions autonomously organize admission selections according to their own methods and criteria, or voluntarily cooperate in groups to organize admission selections according to common methods and criteria. + Admission scores are determined to ensure the selected quantity in each sector and training program fits within the announced quotas, but not lower than the entry threshold;
+ For a training sector (or a training program) according to a method and subject group, all candidates are selected equally according to their scores without differentiating the priority order of registered preferences, except in the cases stipulated below;
+ If many candidates have the same score at the end of the list, the educational institution may use the secondary criterion of preference order (to select those candidates with a higher preference order);
+ The use of regional, individual priority points to ensure conformity and uniformity with the priority point regulations stipulated in Article 7 of the Regulations issued together with Circular 08/2022/TT-BGDDT.
- After each selection cycle, educational institutions upload to the system the list of candidates provisionally eligible for admission in each sector and training program (according to the selection methods).
The preference processing system will automatically exclude the lower preferences of candidates who are eligible for multiple preferences, returning a list of candidates provisionally admitted according to the highest preference.
- Based on the preference processing results, the educational institution repeats the selection process in the next cycle, adjusting the admission scores to fit within the quotas within the stipulated timeframe.
In the final cycle, the educational institution decides the admission scores for each sector and training program (according to the selection methods) and uploads the list (official) of candidates eligible for admission to the system.
