What is the priority score for Area 1 in Vietnam?

According to Clause 10, Article 2 of the University and College Admission Regulations in Preschool Education, issued with Circular 08/2022/TT-BGDDT, the priority score is the difference between the admission score for priority candidates and the normal admission score; essentially, it is the score that is added to the evaluation score for normal admission.

According to Point a, Clause 1, Article 7 of the University and College Admission Regulations in Preschool Education, issued with Circular 08/2022/TT-BGDDT:

Priority Policies in Admissions

1. Priority by Area (according to Appendix I of the Regulations)

a) The priority score for Area 1 (KV1) is 0.75 points, Area 2 rural (KV2-NT) is 0.5 points, Area 2 (KV2) is 0.25 points; Area 3 (KV3) does not receive priority points;

b) The admission Area for each candidate is determined based on the location of the school where the candidate has studied the longest during their upper secondary education (or intermediate level); if the periods are equivalent, the Area is determined based on the location of the last school the candidate attended;

c) The following cases are eligible for priority based on place of residence:

- Students of ethnic boarding schools are eligible for priority and incentive policies as per state regulations;

- Students with residence (during upper secondary or intermediate level) for more than 18 months in Area III communes and communes with especially difficult villages in ethnic and mountainous areas according to the regulations of the Chairman, Committee for Ethnic Affairs, and Prime Minister of the Government of Vietnam; especially difficult coastal and island communes; communes and areas under investment from Program 135 (according to Decision 135/QD-TTg dated July 31, 1998, of the Prime Minister of the Government of Vietnam); especially difficult villages and communes in areas regulated by the Prime Minister of the Government of Vietnam if attending upper secondary or intermediate schools in locations under district-level towns or cities that have at least one especially difficult commune.

- Military personnel; officers, non-commissioned officers, and conscript soldiers in the People's Public Security forces nominated for examination, if stationed for 18 months or more in any area, receive priority based on that area or their pre-enlistment place of residence, whichever has a higher priority; if stationed for 18 months or more in areas with different priority levels, the priority is based on the area with the longer station period; if less than 18 months, the priority is based on their pre-enlistment place of residence;

d) From 2023, candidates are eligible for regional priority policies in the year of upper secondary education graduation (or intermediate level) and the following year.

How many priority points are awarded to policy beneficiaries in Vietnam?

According to Clause 2, Article 7 of the University and College Admission Regulations in Preschool Education, issued with Circular 08/2022/TT-BGDDT, the priority points for policy beneficiaries are as follows:

- The priority score for target group UT1 (including groups 01 to 04) is 2.0 points and for target group UT2 (including groups 05 to 07) is 1.0 points; (1)

- The priority score for other policy beneficiaries (as stipulated in current legal documents) is determined by the Minister of Education and Training; (2)

- Candidates belonging to multiple policy beneficiary categories in (1) and (2) will only receive the highest priority score.

The target groups UT1 and UT2 are as follows:

* UT1 includes:

- Vietnamese citizens of ethnic minorities with residence during upper secondary education or intermediate level for over 18 months in Area 1.

- Workers directly involved in production who have worked continuously for 5 years or more, including at least 2 years as excellent workers recognized and awarded by provincial authorities or higher.

- War invalids, sick soldiers, and individuals recognized as benefiting from policies equivalent to war invalids;

- Military personnel; officers, non-commissioned officers, and conscript soldiers in the People's Public Security forces nominated for study with service time of 12 months or more in Area 1;

- Military personnel; officers, non-commissioned officers, and conscript soldiers in the People's Public Security forces nominated for study with service time of 18 months or more;

- Military personnel; officers, non-commissioned officers, and conscript soldiers in the People's Public Security forces who have been discharged and recognized for completing their service according to regulations.

- Relatives of martyrs;

- Children of war invalids, sick soldiers, and individuals recognized as benefiting from policies equivalent to war invalids with a decrease in work capacity of 81% or more;

- Children of those active in the resistance war exposed to toxic chemicals with a decrease in work capacity of 81% or more;

- Children of Heroes of the People's Armed Forces; children of Labor Heroes during the resistance war;

- Children of those active in the resistance war with deformities or disabilities due to the effects of toxic chemicals receiving monthly allowances.

* UT2 includes:

- Concentrated Youth Volunteers nominated for study;

- Military personnel; officers, non-commissioned officers, and conscript soldiers in the People's Public Security forces nominated for study with service time of less than 12 months in Area 1 and less than 18 months in other areas;

- Commanders, Deputy Commanders of the commune-level military command, village militia leaders, core militia and self-defense force members who have completed core militia and self-defense force obligations for 12 months or more, taking admission into the basic Military sector. The maximum priority period is 18 months from the date of discharge decision to the date of application for admission.

- Vietnamese citizens of ethnic minorities residing outside areas defined for group 01;

- Children of war invalids, sick soldiers, and individuals recognized as benefiting from policies equivalent to war invalids with a decrease in work capacity of less than 81%;

- Children of those active in the resistance war exposed to toxic chemicals with a decrease in work capacity of less than 81%.

- Severely disabled individuals with disability certificates issued by competent authorities according to the Inter-circular 37/2012/TTLT-BLDTBXH-BYT-BTC-BGDDT on determining the level of disability carried out by the Disability Assessment Council;

- Exemplary workers from all economic sectors recognized at provincial or ministerial levels as skilled workers, artisans, receiving certificates or Creative Labor badges from the Vietnam General Confederation of Labor or the Central Committee of the Ho Chi Minh Communist Youth Union;

- Teachers who have taught for 3 years or more applying for programs in teacher training;

- Nurses, pharmacists, orderlies, physicians, paramedics, midwives, technicians, and those with intermediate-level Pharmacy degrees who have worked for 3 years or more applying for programs in their respective health fields.
