By learning Ho Chi Minh's ethical thoughts, we need to:

- Each person should deeply and comprehensively understand the great sacrifices of ancestors for us to have a unified, independent, free Vietnam today. Raising patriotism and pride in the national heroic tradition is the conscience and responsibility of every true Vietnamese. Loyalty to the country today demands limitless fidelity to the cause of national construction and defense, safeguarding independence, sovereignty, territorial integrity, culture, protecting the Communist Party, policies, people, and the renovation cause, defending national interests.

- Loyalty to the country, dutiful to the people today means always respecting and promoting the people's ownership in three forms: representative ownership, direct ownership, and community self-management; wholeheartedly serving the people, promptly addressing reasonable and valid requests and suggestions; overcoming indifference, apathy in the face of people's difficulties and concerns.

- Loyalty to the country, dutiful to the people today manifests in the will to rise and determination to overcome poverty, backwardness, contributing to building a prosperous nation, promptly transitioning our country out of underdevelopment, keeping pace with the developmental level of developed countries in the region and the world; realizing our beloved Uncle Ho's wish: "to build our country more dignified, more beautiful".

A spirit of eagerness to learn, promoting the tradition of valuing education and talent from our forefathers; knowing how to creatively apply scientific and modern technological knowledge, initiatives in production, work, excellently fulfilling assigned duties. Any inertia, stagnation, laziness in learning, reluctance to work, demanding enjoyment beyond capability and contribution results is contrary to the national moral tradition and against Ho Chi Minh's patriotic ideology.

Because of this, the world cherished him, bestowing him the title of an outstanding cultural figure in the world, a national liberation hero, and a distinguished fighter of the international communist movement. From noble internationalism, he built a wide international solidarity of our nation with other peoples worldwide, contributing significantly to our people's great victories and the global revolutionary movement.

- Today, in the condition of globalization, expanding international solidarity, mutually beneficial cooperation, and proactive positive integration is a crucial resource for building and developing the nation. Pure international solidarity is about implementing an open foreign policy, multilateralization, and diversification in the spirit of Vietnam being willing to be a friend, a reliable partner to countries worldwide, striving for independence, peace, cooperation, and development.

- International solidarity according to Ho Chi Minh's thoughts is about promoting the spirit of independent autonomy, respecting the independence and sovereignty of other nations, expanding mutually beneficial cooperation, striving for peace, development, fighting against war, poverty, injustice, domination, and imposition in international relations. 1. Contents of education must ensure the basic, comprehensive, practical, modern, systematic and up-to-date characteristics; with importance attached to ideological, ethical and civic consciousness education; preserving and developing the good traditions and the national cultural identity, absorbing the essence of the mankind culture; and suitable with the physical, intellectual and psycho-physiology development of various age groups and abilities of learners.

2. Methods of education must be scientific and bring into full play the activeness, consciousness, self-motivation and creative thinking of learners; foster self-study and cooperative abilities, practical ability, learning eagerness and the will to advance forward.

Thus, under the above regulations, the educational content of History in Vietnam must ensure the basic, comprehensive, practical, modern, systematic and up-to-date characteristics; with importance attached to ideological, ethical and civic consciousness education; preserving and developing good traditions and the national cultural identity, absorbing the essence of the mankind culture; and suitable with the physical, intellectual and psycho-physiology development of various age groups and abilities of learners.

What are the requirements for the educational program of History in Vietnam?

Under Article 8 of the Education Law 2019, requirements for the educational program of History in Vietnam include:

- Educational programs shall reflect the goals of education; set the standards for knowledge, skills, and requirements on quality and capacity of learners; scope and structure of educational contents; methods and forms of organizing educational activities; evaluation methods of educational outcomes for each subject of every grade and level or for each subject, module, specialization of every training qualification.

- Educational programs must ensure the scientific and practical characteristics; inheritability and transferability among different levels and different training qualifications; facilitate the classification of students and exchange between training qualifications, specializations and educational forms in the national educational system in order for localities and educational institutions to proactively implement suitable educational plans; satisfying the goal of gender equality and demands of international integration. Educational programs are the basis of comprehensive education quality assurance.

- Requirements on knowledge, skills and on dignity and capacity of learners defined in educational programs must be concretized in textbooks used for general education, in syllabi and teaching materials used for vocational education and higher education. Textbooks, syllabi and teaching materials must meet the requirements on educational methods.

- Preschool education and general education shall run year-based programs; vocational education and higher education may run year-based, module-based, credit-based programs or combined programs.

Study results of subjects or credits/modules accumulated by learners after pursuing an educational program are considered for transferable values for respective subjects or credits/modules of other educational programs when learners change their educational specializations/professions, forms of studies, or follow higher educational levels or qualifications.

-  Within the scope of their duties and authorities, the Minister of Education and Training and Minister of Labour - War Invalids and Social Affairs shall stipulate the implementation of educational programs and the recognition of the transferable values of study results of higher education and vocational education levels as prescribed in this Article.
