May upper secondary school students be admitted to the Communist Party of Vietnam?

According to Section 1 of Regulation 24-QD/TW of 2021 regarding the age and educational level of communist party members:

Age and Educational Level of communist party members

1.1. Regarding age.

1.1.1. At the time of admission consideration by the cell, a communist party member must be from 18 to 60 years old (calculated by month).

1.1.2. Admission of individuals over 60 years old to the CPV is decided by the central-level committees.

1.2. Regarding the educational level.

1.2.1. communist party members must have a lower secondary diploma or higher.

1.2.2. The qualifications required for communist party members living in mountainous areas, islands, ethnic minority areas, and particularly disadvantaged areas or other specific cases requiring Party development but not meeting general regulations will be implemented according to the Secretariat's guidance.

Additionally, according to Clause 2, Article 1 of the Charter of the Communist Party of Vietnam 2011 regarding communist party members:

2. Vietnamese citizens from eighteen years old and above; who acknowledge and voluntarily: implement the political platform, the CPV's charter, standards, and obligations of communist party members, operate in a grassroots CPV organization; who prove themselves excellent through practice, trusted by the people, may be considered for admission to the CPV.

Therefore, upper secondary school students can be admitted if they:

- are 18 years old or older (calculated by month).

- Demonstrate excellence in practice and are trusted by the people.

What are the duties of upper secondary school students after joining the Communist Party of Vietnam?

According to Article 2 of the Charter of the Communist Party of Vietnam 2011, the duties of upper secondary school students after joining the Communist Party of Vietnam are as follows:

- Be absolutely loyal to the revolutionary ideals of the Communist Party of Vietnam, strictly abide by the political platform, the CPV's charter, resolutions, directives of the CPV, laws of the State; complete assigned tasks well; submit to absolute assignment and mobilization by the CPV.

- Continuously study, practice, improve knowledge, working capacity, political qualities, revolutionary ethics, have a healthy lifestyle; fight against individualism, opportunism, regionalism, bureaucracy, corruption, waste, and other negative manifestations. Comply with the Central Executive Committee's regulations on what communist party members must not do.

- Maintain close ties with the people, respect and promote the people's mastery; take care of the people's material and spiritual life and protect their legitimate rights; actively participate in mass and social work at workplaces and residences; propagate and persuade families and people to implement the CPV's policies, laws of the State.

- Participate in building and protecting the CPV's lines, policies, and organization; obey discipline, maintain unity and solidarity within the CPV; regularly self-criticize and criticize, be honest with the CPV; work on developing communist party membership; participate in party activities and pay party fees conformable.
