+ Principal vocational education lecturer (grade 2) - Code: V.09.02.02;

+ Theoretical vocational education lecturer (grade 3) - Code: V.09.02.03;

+ Practical vocational education lecturer (grade 3) - Code: V.09.02.04.

- Codes of professional titles of vocational education teachers in Vietnam:

+ Senior vocational education teacher (grade 1) - Code: V.09.02.05;

+ Principal vocational education teacher (grade 2) - Code: V.09.02.06;

+ Theoretical vocational education teacher (grade 3) - Code: V.09.02.07;

+ Practical vocational education teacher (grade 3) - Code: V.09.02.08;

+ Vocational education teacher (grade 4) - Code: V.09.02.09.

Thus, Circular 10/2024/TT-BLDTBXH on amendments to the codes of professional titles of vocational education public employees will officially be effective from December 10, 2024.

Under Clause 1 Article 5 of Circular 07/2023/TT-BLDTBXH amended by point a Clause 3 Article 1 of Circular 10/2024/TT-BLDTBXH effective from December 10, 2024:

Senior Vocational Education Lecturer (Grade I) - Code: V.09.02.01

1. Duties:

a) Teaching theory or both theory and practice at college and intermediate levels, teaching at elementary level; evaluating study results, results of learner graduation exams;

b) Leading the organization of professional and operational activities in the department, faculty, or vocational education facility; leading scientific and technological tasks or innovative technical initiatives at the institutional level or higher; organizing scientific advisory activities, technology transfers; writing scientific reports, sharing vocational education experiences domestically and internationally;

c) Leading or participating in the compilation or appraisal of programs, curricula, reference books for teaching; designing, improving, and manufacturing teaching aids, teaching equipment, building and managing specialized classrooms;

d) Studying, fostering standardization, advanced training; interning at enterprises or specialized agencies; observing classes, exchanging teaching experiences; fostering, developing a team of teachers, lecturers based on the professional, operational development needs of the department, faculty, vocational education facilities;

e) Guiding learners in specialized subjects, graduation theses, scientific and technological tasks; guiding internships, practical training combined with productive labor; training learners for participation in skill competitions at various levels.

What are the qualification standards required for senior vocational education lecturers (grade 1) in Vietnam?

Under Clause 2 Article 5 of Circular 07/2023/TT-BLDTBXH amended by point a Clause 3 Article 1 of Circular 10/2024/TT-BLDTBXH effective from December 10, 2024:

The qualification standards required for senior vocational education lecturers (grade 1) in Vietnam include:

- Theoretical lecturers must hold a doctoral degree; lecturers teaching both theory and practice must hold a master's degree or higher and possess diplomas, certificates, and accreditation meeting occupational skills standards to teach practice at the college level according to professional and operational standards for vocational education teachers;

- Holding diplomas, and certificates that meet standards for pedagogical professional level according to professional and operational standards for vocational education teachers.

Additionally, senior vocational education lecturers (grade 1) must also meet the following professional competency standards:

- Mastering advanced knowledge in the assigned teaching field; having related occupational knowledge; understanding industrial practices, and scientific and technological advancements in the assigned teaching field;

- Mastering in-depth pedagogical knowledge, applying proficiently pedagogical skills and methods in teaching; having the ability to evaluate, and summarize teaching experiences and methods to disseminate to lecturers, and teachers for application;

- Competent in utilizing foreign languages and applying information technology in performing duties of a senior vocational education lecturer position as required by the job;

- Proficient in educational, vocational education, and technology scientific research methods; capable of directing, and organizing scientific research, applying research results, technological advancements or innovations in teaching and occupational practices;

- Being the main author of one textbook or one monograph suitable to the assigned teaching field or participating in the compilation of two textbooks, or monographs suitable to the assigned teaching field that have been published;

- Leading two institutional-level scientific and technological tasks or one higher-level scientific and technological task evaluated with satisfactory results or being the lead author of two scientific papers published in domestic or international scientific journals (in the scoring list of the State Professorial Council);

- Achieving the third prize or higher in the national vocational education teachers contest the national vocational teaching contest, or the national professional teaching contest (hereinafter referred to as the national contest), or leading or participating in the design and manufacture of at least one teaching device achieving third prize or higher at the national homemade teaching device contest or national homemade training device contest (hereinafter referred to as the national homemade device contest), or achieving third prize or higher in national or higher level competitions, exams on vocational skills, science, technology, culture, arts, sports (hereinafter referred to as other competitions, exams), or training at least two lecturers, teachers who won prizes at the national contest, or training at least two learners who won prizes in other competitions, exams at national or higher level or equivalent;

If the public employee fails in one of the three standards specified in points e, f, and g of this clause, then one of the remaining two standards must be met at double the requirement;

- Public employees applying for promotion to the professional title of senior vocational education lecturer (grade 1) must have served in the professional title of principal vocational education lecturer - Code V.09.02.02 or professional title of principal vocational education lecturer (grade 2) - Code V.09.02.02 or the professional title of principal lecturer - Code 15.110 or the professional title of senior secondary teacher - Code 15.112 or the professional title of principal lecturer (grade 2) - Code V.07.01.02 or equivalent for at least six years with period of holding the professional title of principal vocational education lecturer - Code V.09.02.02 or professional title of principal vocational education lecturer (grade 2) - Code V.09.02.02 for a minimum of one year (12 full months).
