Based on Clause 2, Article 6 of Decree 120/2020/ND-CP (amended by Article 3, Decree 83/2024/ND-CP) (effective from September 1, 2024):

2. On the framework number of deputy heads of the public service provider
a) For public service providers that self-finance their recurrent and investment expenditures: The number of deputy heads of departments under the organizational structure of ministries and ministerial-level agencies is averaged at no more than three persons per unit; other units shall follow the establishment scheme (in case of new establishment) or the autonomy scheme of the unit approved by the competent authority;
b) For public service providers that self-finance their recurrent expenditures: The number of deputy heads of departments under the organizational structure of ministries and ministerial-level agencies is averaged at no more than three persons per unit; other units are arranged with no more than three persons;
c) For public service providers partially covering their own recurrent expenditures, state-budget-financed public service providers:
The number of deputy heads of departments under the organizational structure of ministries and ministerial-level agencies is averaged at no more than three persons per unit.
Units specified in point a, clause 1 (except for units under the organizational structure of ministries and ministerial-level agencies), clause 2, and point a, clause 4, Article 2 of this Decree, having up to 20 public employees, are arranged with no more than two deputy heads; units with more than 20 public employees are arranged with no more than three deputy heads.
Units specified in points b, c, d, e of clause 1, clause 3, points b, c, d of clause 4, and clause 5, Article 2 of this Decree are arranged with no more than two deputy heads. For grade-one hospitals or higher; provincial-level healthcare public service providers responsible for disease control and prevention of grade-one level or higher; comprehensive schools with a scale of 40 classes or more may be arranged with no more than three deputy heads.

Thus, from September 1, 2024, comprehensive public schools with a scale of 40 classes or more may appoint no more than three vice principals, while other schools may appoint no more than two vice principals.

- Implement private investment in education, promoting the role of the school within the community.
* Duties and powers of vice principals of primary schools
Based on point d, clause 2, Article 11 of the Primary School Charter issued with Circular 28/2020/TT-BGDDT, the duties and powers of vice principals of primary schools are as follows:
- Responsible for managing tasks assigned by the principal; manage school activities when authorized by the principal.
- Participate in activities with professional groups; self-study, self-improve to enhance professional qualifications and management skills; attend training classes on political, professional, and managerial skills; participate in teaching as required by the teaching load regulations for vice principals.
- Enjoy preferential allowances and other preferential policies for educators as prescribed.
* Duties and powers of vice principals of secondary and high schools
Based on point d, clause 2, Article 11 of the Secondary School, High School Charter and comprehensive schools with multiple levels issued with Circular 32/2020/TT-BGDDT, the duties and powers of vice principals of secondary and high schools are as follows:
- Manage tasks assigned by the principal or authorized;
- Participate in activities with professional groups; self-study, self-improve to enhance professional qualifications and management skills; enjoy preferential policies for educators and other preferential policies as prescribed; participate in teaching as required by the teaching load regulations for vice principals;
- Receive training to improve qualifications, professional development, and enjoy policies and regulations as prescribed by law.
