Will teachers in Vietnam receive job-based preferential allowances during their summer vacation?
Under sub-section 2, Section 1 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, amended by Article 2 of Circular 27/2018/TT-BGDDT, regulations on the scope, regulated entities, and eligibility for job-based preferential allowances for teachers are as follows:

2. Eligibility
a) Persons specified in Clause 1 of this Section who have undergone salary change and grading according to Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces into educational and training public employee grades (grades with the first two digits of the code being 15) or educational and training sector public employee grades (grades with initial characters of the grade code being V.07) shall enjoy the job-based preferential allowance. Specifically, persons specified in item b and item c, sub-section 1 of this Section do not necessarily need to be classified into educational and training public employee grades or grades.
b) Persons specified in Clause 1 of this Section are not entitled to the job-based preferential allowance during the following periods:
- Period spent traveling, working, or studying abroad while receiving 40% of the salary as per Clause 4, Article 8 of Decree No. 204/2004/ND-CP;
- Period spent on domestic business trips or studies not participating in teaching continuously for over 3 months;
- Period taken for personal leave without pay for 1 month or more;
- Period off for sịckness and maternity leave exceeding the period prescribed by the current social insurance regulations;
- Period being suspended from teaching.
Under Section 3 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, regulations on the payment method and funding for payment are as follows:
METHOD OF PAYMENT AND FUNDING FOR PAYMENT
1. Payment Method
This allowance is paid together with the monthly salary (including the summer vacation period) and is not used to calculate or enjoy social insurance and health insurance benefits.
2. Funding for payment
The funding sources forpayment of job-based preferential allowances are utilized from the operational revenue sources of educational institutions as regulated and the funding allocated by the state budget in accordance with the guiding Circulars of the Ministry of Finance regarding the determination of needs, sources, and method of payment for salary reform.
Thus, the job-based preferential allowances for teachers are still paid during the summer vacation. Additionally, the job-based preferential allowances are not used to calculate or enjoy social insurance and health insurance benefits.
Who is eligible for the job-based preferential allowance level of 35 % for teachers in Vietnam?
Under sub-section 1, Section 2 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, regulations on allowance levels and calculation methods are as follows:
ALLOWANCE LEVELS AND CALCULATION METHOD
1. Allowance Levels
a) A 25% allowance applies to teachers currently teaching directly in universities, colleges, academies, training schools of Ministries, agencies equivalent to Ministries, agencies under the Government of Vietnam, Communist Party organizations, political-social organizations at the Central level, and political schools of provinces and cities directly under the Central government (excluding teachers teaching in pedagogy schools, pedagogy faculties, and teaching the Persons of Marxism-Leninism and Ho Chi Minh ideology).
b) A 30% allowance applies to teachers currently teaching directly in secondary schools, upper secondary schools, Centers for General Techniques - Career Orientation, continuing education centers, vocational centers in plains, cities, district-level towns; senior secondary professional schools, vocational schools; and political training centers of districts, urban districts, district-level towns, and cities affiliated with provinces.
c) A 35% allowance applies to teachers currently teaching directly in preschools, primary schools in plains, cities, district-level towns; lower secondary, upper secondary schools, Centers for General Techniques - Career Orientation, continuing education centers, and vocational centers in mountainous areas, islands, remote, and isolated areas.
d) A 40% allowance applies to teachers currently teaching directly in pedagogy schools, pedagogy faculties (university, college, secondary), educational and managerial training schools, and teachers teaching political Persons in senior secondary professional schools, vocational schools.

Thus, the job-based preferential allowance level of 35 % applies to:
- Teachers currently teaching directly in preschools, primary schools in the plains, cities, district-level towns;
- Teachers currently teaching directly in lower secondary schools, upper secondary schools, Centers for General Techniques - Career Orientation, continuing education centers, and vocational centers in mountainous areas, islands, remote, and isolated areas.
