Can an individual with health category 2 in Vietnam participate in the admission to People’s Public Security Schools in 2024?
Pursuant to Clause 1, Article 4 of Circular 62/2023/TT-BCA:
Special health standards for new admissions, recruiting citizens into People’s Public Security, and reviewing the transition to professional service policies for conscripts after completing military service in People’s Public Security
1. General Standards
Citizens participating in new admissions, recruitment into People’s Public Security, and conscripts after completing military service in People’s Public Security who are considered eligible for transition to professional service policies are recognized as medically qualified when meeting the following standards:
a) Have health category 1 or 2;
b) Height from 1m64 to 1m95 for men, and from 1m58 to 1m80 for women, except specific cases with reduced height standards stipulated in Clauses 2 and 3 of this Article;

Thus, candidates with health category 2 are still eligible to participate in the admission to People’s Public Security Schools in 2024.
What are the special health standards for admission to People’s Public Security Schools in 2024 in Vietnam?
Pursuant to Clause 2, Article 4 of Circular 62/2023/TT-BCA, the special health standards for new admissions to People’s Public Security Schools in 2024 are stipulated as follows:
Citizens participating in new admissions to People’s Public Security must meet the standards prescribed in Clause 1, Article 4 of Circular 62/2023/TT-BCA and the following standards:
- Citizens applying to People’s Public Security Schools who are conscripts serving in People’s Public Security:Height should comply with the height standards at the time of selection to serve in People’s Public Security;
- Citizens applying to People’s Public Security Schools who are ethnic minorities: Height from 1m62 to 1m95 for men, and from 1m56 to 1m80 for women;
Citizens belonging to priority policy group 01 (UT1) in Appendix 2 of Circular 08/2022/TT-BGDDT: Height from 1m60 to 1m95 for men, and from 1m55 to 1m80 for women;
UT1 Group includes:
01 | Vietnamese citizens who are ethnic minorities with a permanent residence for over 18 months during their high school or intermediate school education at Area 1. |
02 | Direct production workers working continuously for 5 years or more, including at least 2 years recognized and awarded the provincial or higher-level emulation soldier certificate. |
03 | - Veterans, medically discharged soldiers, or those receiving benefits as considered as war-disabled; - Military personnel, officers, non-commissioned officers, conscripts in People’s Public Security assigned to study, with at least 12 months of service in Area 1; - Military personnel, officers, non-commissioned officers, conscripts in People’s Public Security assigned to study, with at least 18 months of service; - Military personnel, officers, non-commissioned officers, conscripts in People’s Public Security who have completed service, recognized for completing service obligations according to regulations. |
04 | - Relatives of martyrs; - Children of war-disabled soldiers, children of medically discharged soldiers, children of those considered as war-disabled with a labor capacity reduction of 81% or more; - Children of activists exposed to toxic chemicals with a labor capacity reduction of 81% or more; - Children of Heroes of the People's Armed Forces; Children of Heroes of Labor during the war period; - Children of activists affected by mutagenic or teratogenic chemical exposure who are receiving monthly allowances. |
- Citizens applying to People’s Public Security Schools who are Vietnamese citizens graduating from university at domestic and international universities:Citizens graduating in natural sciences, engineering, computer science, or information technology are subject to health standards in height from 1m62 to 1m95 for men, and from 1m56 to 1m80 for women;
- Citizens applying for high school education, in the direct admission and selection groups:Height from 1m55 for men, and from 1m50 for women;
Note: Citizens eligible for multiple priority categories will only benefit from the highest priority category.
