What is the deadline for the first round of online enrollment confirmation on the System in Vietnam?

According to Official Dispatch 1957/BGDDT-GDDH 2024 guiding university admission and preschool education college admission:

Enrollment Confirmation:

- For the candidates who have been directly admitted, from July 22, 2024, to 5:00 PM on July 31, 2024, candidates can confirm their enrollment on the System (those who have already confirmed enrollment will not be allowed to continue registering NVXT, except in cases where the head of the CSĐT allows a waiver). If candidates have not determined their enrollment, they can continue to register NVXT on the System or on the National Public Service Portal like other candidates for the CSĐT to consider. If admitted, candidates will confirm enrollment according to the general schedule;

- The latest deadline is 5:00 PM on August 27, 2024, for all admitted candidates to complete the first round of online enrollment confirmation on the System.

Is failing to confirm enrollment by the deadline considered a refusal of enrollment?

Based on Clause 2, Article 21 of the University Admission and Preschool Education College Admission Regulations issued with Circular 08/2022/TT-BGDDT:

1. Training institutions send admission notices to successful candidates, specifying the necessary procedures for candidates at enrollment and the method of enrollment.

2. Candidates confirm their enrollment online on the system, before enrolling at the training institution.

3. For candidates who do not confirm enrollment within the prescribed time limits:

a) If there is no legitimate reason, the candidates will be considered as having refused enrollment, and the training institution has the right to not accept them;

b) If the failure is due to illness, accident, with certification from a district-level hospital or higher, or due to natural disasters with certification from the district-level People's Committee or higher, the training institution will consider whether to accept them or defer the admission results for the candidates to enroll later;

c) If the failure is due to mistakes or confusion caused by the admission staff or the candidates themselves, the training institution will cooperate with the concerned individuals and organizations to review the evidence and decide whether to accept the candidates or defer the admission results for the candidates to enroll later.

4. Candidates who have confirmed enrollment at one training institution are not allowed to participate in admission at other institutions or in supplemental rounds, except with the training institution's permission.

Therefore, for successful university candidates who have not confirmed their enrollment within the prescribed time limits, the cases of refusal of enrollment are as follows:
