Who is eligible for direct admission to universities in Vietnam?

According to Article 8 of the University and College Admission Regulations in the Preschool Education sector issued with Circular 08/2022/TT-BGDDT, the following individuals are eligible for direct admission to universities:

- Labor Heroes, Heroes of the People's Armed Forces, and National Emulation Soldiers are directly admitted to programs and disciplines as specified by the university;

- Individuals who achieve high results in national or international exams, contests, or tournaments organized or nominated by the Ministry of Education and Training (MOET), Ministry of Culture, Sports and Tourism, and are eligible for direct admission in the year they graduate from high school (or intermediate school) in disciplines related to the subject, topic, or profession of the competition, specifically in the following cases:

+ Candidates who win first, second, or third prize in national or international excellent student competitions or national or international science and technology competitions organized or nominated by the MOET; the award period must not exceed 3 years from the time of consideration for direct admission;

+ Candidates who win official prizes in international art competitions in singing, dance, music, fine arts recognized by the Ministry of Culture, Sports and Tourism; the award period must not exceed 4 years from the time of consideration for direct admission;

+ Candidates who participate in a national team to compete in official international competitions confirmed by the Ministry of Culture, Sports and Tourism, including: World Championships, World Cups, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cups, Southeast Asian Championships, Southeast Asian Games (SEA Games), ASEAN Cups; the award period must not exceed 4 years from the time of consideration for direct admission;

+ Candidates who win first, second, or third prize in the ASEAN regional skills competitions and international skills competitions nominated by the Ministry of Labor, Invalids and Social Affairs; the award period must not exceed 3 years from the time of consideration for direct admission.

What are responsibilities of the relevant parties in the university admission in Vietnam?

According to Article 23 of the University and College Admission Regulations in the Preschool Education sector issued with Circular 08/2022/TT-BGDDT, the responsibilities of relevant parties in the admission process are as follows:

(1). Responsibilities of candidates

- Carefully research the admission information of the training institutions and do not register for programs or admission methods for which they are not qualified;

- Provide complete and accurate information for the application, including personal information, regional information, and priority groups (if any), and registration preferences; ensure the authenticity of the supporting documents;

- Agree for the training institution to use necessary information and data for the admission process;

- Complete the payment of the admission fee before the end of the registration process.

(2). Responsibilities of high schools and other units assigned for candidates under their jurisdiction

- Organize the review, inspection, and updating of personal information and high school academic data of candidates in the sector's database system;

- Verify data and guide candidates in correctly entering information, including regional information and priority groups;

- Assist in registering preferences for candidates who are unable to register online;

- Support training institutions with separate admission plans in confirming high school academic results for candidates.

(3). Responsibilities of training institutions

- Provide complete, correctly formatted, and authentic admission information and data to the system as guided by the MOET;

- Specify (or agree with other training institutions) on the fee amount, collection methods, and use of the admission service fee;

- Provide complete information, and advise and guide candidates, preventing them from registering for programs or admission methods for which they are not qualified;

- Ensure an accurate, fair, and objective admission process and fulfill commitments as per the published admission plan;

- Verify information and supporting documents when candidates enroll, ensuring all enrolled candidates meet the admission criteria;

- Resolve complaints, petitions, and denunciations related to the institution's admission process according to legal regulations.

(4). Responsibilities of units managing and operating the system

- Manage the national admission database, ensuring synchronization with the sector's database;

- Develop, maintain, and operate the Admission Information Portal to support candidates and training institutions in the admission process;

- Connect the Admission Information Portal of the MOET with the National Public Service Portal.
