What is the enrollment process for 6th grade in Vietnam from February 14, 2025?

Under Article 7 of the Regulation on enrollment for lower and upper secondary education issued together with Circular 30/2024/TT-BGDDT, the enrollment process for 6th grade is stipulated as follows:

Step 1: The Chairman of the district-level People's Committee approves the enrollment plan for lower secondary education. The enrollment plan for lower secondary education includes the following basic contents:

- Subjects of enrollment;

- Enrollment target and area; admission criteria;

- Time for admission and announcement of enrollment results.

- The enrollment plan for lower secondary education is announced before March 31 each year.

For lower secondary schools under parent universities, universities, or research institutes, the enrollment plan for lower secondary education is directly managed and decided by the Director of the parent university, the Principal of the university, or the Director of the research institute after agreeing with the Department of Education and Training where the school is located.

Step 2: Under the approved enrollment plan for lower secondary education, the Enrollment Council for lower secondary education constructs and publicly announces the school's enrollment plan; organizes the registration for enrollment, and acceptance, and prepares enrollment registration content.

Step 3: The Enrollment Council for lower secondary education organizes the admission according to the approved enrollment plan; and proposes the list of admitted students to the school Principal for submission to the Head of the Department of Education and Training for approval.

For lower secondary schools under parent universities, universities, or research institutes, the list of admitted students is directly managed and approved by the Director of the parent university, the Principal of the university, or the Director of the research institute.

Are 6th-grade entrance exams in Vietnam banned from February 14, 2025?

Currently, Article 4 of the Regulation on enrollment for lower and upper secondary education issued together with Circular 11/2014/TT-BGDDT (amended by clause 2 Article 1 Circular 05/2018/TT-BGDDT) stipulates the organization of enrollment for lower secondary education as follows:

3. The Department of Education and Training decides the organization of enrollment for lower secondary education.

However, according to the new regulation in Article 4 of the Regulation on lower and upper secondary education issued together with Circular 30/2024/TT-BGDDT (effective from February 14, 2025) stipulating the enrollment method for lower secondary education as follows:

Enrollment method for lower secondary education

1. Every year, enrollment for lower secondary education shall be organized once.

2. Enrollment for secondary school is conducted through the admission method.

3. Admission criteria are specifically guided by the Department of Education and Training to ensure fair, objective, transparent admission suitable to the local practical situation.

For lower secondary schools, multiple-level secondary schools including the lower secondary level (hereinafter referred to as lower secondary schools) affiliated with parent universities, universities, or research institutes, the admission criteria are guided by the parent university, university, or research institute directly managing or implementing according to the guidance of the Department of Education and Training where the school is located.

Thus, according to the new regulation from 2025, enrollment for 6th grade will only apply the admission method, and 6th-grade entrance exams in the form of capacity assessment are banned.

This presents a challenge for schools with a large number of candidates registering for admission compared to the target, while the academic records at the primary level of most candidates are exceptional.

What are the regulations regarding the 6th-grade Enrollment Council in Vietnam?

Under Article 6 of the Regulation on lower and upper secondary education issued together with Circular 30/2024/TT-BGDDT, the regulations regarding the 6th-grade Enrollment Council are as follows:

(1) In the enrollment year, each lower secondary school establishes one (1) Enrollment Council for lower secondary education decided by the Head of the Department of Education and Training, consisting of:

- The Chairman is the Principal or Vice Principal;

- The Vice Chairman is the Vice Principal or Head of a specialized department;

- The Secretary and members are teachers and staff of the school.

For lower secondary schools affiliated with parent universities, universities, or research institutes, the Enrollment Council for lower secondary education is established by the Director of the parent university, the Principal of the university, or the Director of the research institute directly managing.

(2) Duties and powers of the Enrollment Council for lower secondary education

- Organize the registration for enrollment; conduct the admission; propose the list of admitted students; recommend rewards for individuals and organizations with achievements; recommend handling for individuals and organizations violating the enrollment regulation.

- Specific duties and powers of the Enrollment Council for lower secondary education are specified by the Department of Education and Training or the parent university, university, or research institute directly managing.
