What are the enrollment methods of the National Economics University for 2025?

The National Economics University announced enrollment methods for full-time undergraduate programs in 2025.

The enrollment methods of the National Economics University are as follows Download:

In 2025, the National Economics University will maintain three enrollment methods: Direct Admission, Combined Admission, and Admission based on the results of the High School Graduation Exam 2025.

- Direct Admission

The university allocates 2% of the total target according to both the overall target and the admission code, enrolling students as per the regulations of the Ministry of Education and Training and announcements from the National Economics University.

- Combined Admission

It accounts for 83% of the targets according to both the overall target and the admission code, maintaining stability as in 2024.

+ Group 1 includes candidates scoring SAT 1200 or higher, or ACT 26 or higher (5% of the target).

+ Group 2 includes candidates scoring HSA 85 or higher, APT 700 or higher, or TSA 60 or higher; or candidates with international English certificates scoring at least IELTS 5.5, TOEFL iBT 46 (excluding TOEFL home edition), or TOEIC (4 skills: L&R 785, S 160, & W 150) combined with HSA/APT/TSA scores as mentioned (48% of the target).

+ Group 3 includes candidates with international English certificates scoring at least IELTS 5.5, TOEFL iBT 46 (excluding TOEFL home edition), or TOEIC (4 skills: L&R 785, S 160, W 150) or higher, and have scored in the High School Graduation Exam 2025 in Mathematics and one additional subject other than English among the school's examined combinations (30% of the target).

- Admission based on the results of the High School Graduation Exam 2025:

+ Accounts for 15% of the targets according to both the overall target and the admission code. Admission scores are based on the admission code; there is no score differential between examination groups, and no auxiliary criteria.

+ The university will only use the following four subject combinations for admission consideration: A00 (Mathematics - Physics - Chemistry), A01 (Mathematics - Physics - English), D01 (Mathematics - Literature - English), D07 (Mathematics - Chemistry - English). All subjects are scored with a coefficient of 1 during the admission process.

Previously, in 2024, the National Economics University applied other admission combinations such as B00 (Mathematics - Chemistry - Biology), C03 (Literature - Mathematics - History), C04 (Literature - Mathematics - Geography), D09 (Mathematics - English - History), D10 (Mathematics - English - Geography).

Do higher education institutions in Vietnam have autonomy in enrollment?

Under Article 60 of the Education Law 2019:

Duties and powers of schools

1. Schools have the following duties and powers:

a) Publicly announce objectives, programmes, educational plans, conditions of education quality assurance, evaluation and accreditation results of education quality; systems of degrees/diplomas and certificates of schools;

b) Conduct admission, education, training, scientific research, transfer results of training and scientific research as appropriate of functions, duties and powers; to ratify or issue degrees/diplomas and certificates within authority;

c) Propose demands and participate in recruitment of teachers and labour workers in public schools; to manage and employ teachers and labour workers; to manage learners;

d) Mobilize, manage and utilize resources according to the law; to build up infrastructure in conformity with the requirements of standardisation and modernisation;

dd) To coordinate with learners' families, organisations and individuals in educational activities; to arrange for teachers, labour workers and learners to participate in social activities and community service.

2. The performance of duties, organisational structure, personnel and finance of public schools are regulated as follows:

a) Institutions of preschool education and general education shall implement democratic regulations in schools; be answerable to society, learners, authorities; ensure the participation of learners, families and society in school management. Management in institutions of preschool education and public institutions of general education shall be in accordance with the Government’s regulations;

b) Institutions of vocational education and higher education shall implement democratic rights and be held accountable in accordance with the Law on Vocational education, Law on Higher education and other relevant regulations.

3. People-founded schools and private schools shall exercise democracy and be responsible for their own development plans, organisation of educational activities, formation and improvement of teacher resources, mobilization, use and management of resources for the realisation of educational objectives.

Additionally, Clause 2, Article 34 of the Higher Education Law 2012 states:

2. Enrolment organization:

a) The methods of enrolment include: entrance exams, profile evaluation or combination methods;

b) higher education institutions shall autonomously make decisions on the enrolment methods and bear responsibilities for the enrolment.

Thus, according to the above regulations, higher education institutions in Vietnam have the right to autonomy in enrollment, but a mechanism and notification to candidates must be provided.

What are the regulations on the autonomy in the organizational apparatus and personnel by higher education institutions in Vietnam?

Under Clause 2, Article 13 of Circular 99/2019/TT-BTC, the regulations on the autonomy in the organizational apparatus and personnel by higher education institutions in Vietnam are as follows:

- Public higher education institutions exercise autonomy in organizational apparatus and personnel according to the Higher Education Law 2012 and current regulations regarding the establishment, reorganization, and dissolution of public service providers;

Regarding the number of employees and job positions in public service providers; they have autonomy over the organization, apparatus, and personnel to carry out specialized tasks, but must not increase the number of employees receiving salary, salary levels (including salary and allowances) from the payroll fund provided from the state budget;

- Private higher education institutions, non-profit private higher education institutions exercise autonomy in organizational apparatus and personnel according to the Higher Education Law 2012; they have the responsibility to publicly announce the organizational structure and legal representatives on the university's website;

- Higher education institutions must promulgate and implement internal regulations on organizational apparatus and personnel; exercise other autonomies in organizational apparatus and personnel according to the Higher Education Law 2012 and relevant laws;

- The establishment of branch campuses of higher education institutions, and the establishment of enterprises under higher education institutions is conducted according to the current legal regulations.
