Vietnamese youth aged 16 to 30, who are actively studying, working, and defending the nation, interested in learning about the Union and agreeing with its Charter, voluntarily working in a basic organization of the Union, and having a clear background, are eligible to be considered for Union membership.

Educational levels and entry ages

1. Educational levels and age groups of general education are regulated as follows:

a) Primary education lasts for 05 school years, from the first to the fifth grade. The entry age for the first grade is 06;

b) Lower secondary education lasts for 04 school years, from the sixth to the ninth grade. Students must complete the primary educational programme before entering the sixth grade. The entry age for the sixth grade is 11;

c) Upper secondary education lasts for 03 school years, from the tenth to the twelfth grade. Students must complete the lower secondary educational programme before entering the tenth grade. The entry age for the tenth grade is 15;

Thus, according to the Charter of the Ho Chi Minh Communist Youth Union, Vietnamese youths aged 16 to 30 are eligible to join the Union. 11th-grade students are generally 16 years old, except for skipping or retaining grades.

Therefore, 11th-grade students can be admitted to the Union according to the current Charter.

What are the principles of organization and operation of the Ho Chi Minh Communist Youth Union?

According to Article 5 of the Charter of the Ho Chi Minh Communist Youth Union 2022, the principles of organization and operation of the Ho Chi Minh Communist Youth Union are specified as follows:

- Leadership entities at all levels of the Union are elected based on collective leadership and individual responsibility.

- The highest leadership authority of the Union is the National Congress of delegates. At each level, the Union's leadership is the Congress of delegates or union members at that level. Between two congresses, the leadership entity is the Executive Committee elected by the same level's Union Congress; between meetings of the Executive Committee, the leadership entity is the Standing Committee elected by the same level's Executive Committee. The number of Committee members at any level is decided by the respective level's Congress, following the guidelines of the Central Standing Committee of the Union. The number of Standing Committee members does not exceed one-third of the Executive Committee members. At the Central level, the number of Secretaries of the Central Youth Union does not exceed one-third of the Standing Committee members.

- The Union's resolutions must be strictly followed, with lower units obeying higher units, minorities obeying majorities, and individuals obeying the organization.

- Before deciding on matters and voting on the Union's resolutions, members are provided with information and may express their opinions, where minority opinions can be preserved and reported to higher Union levels up to the National Congress, but must strictly adhere to the current resolutions.

- Congresses and conferences of the Union's leadership entities are only valid when at least two-thirds (2/3) of the summoned members attend. In the case of members summoned as delegates, at least two-thirds (2/3) of the delegates and representatives for at least two-thirds (2/3) of the subordinate Union organizations must attend. Decisions made by the congress or conference are valid only when agreed upon by more than half (1/2) of the attending members.
