On January 24, 2025, the Central Executive Committee of the Communist Party of Vietnam, Session XIII, released Conclusion 121-KL/TW in 2025 download here. Conclusion 121-KL/TW has the following content :
Regarding the agencies of the Government of Vietnam
- Merge the ministries: The Ministry of Planning and Investment and the Ministry of Finance into the Ministry of Finance; the Ministry of Construction and the Ministry of Transport into the Ministry of Construction; the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment into the Ministry of Agriculture and Environment; the Ministry of Information and Communications and the Ministry of Science and Technology into the Ministry of Science and Technology; the Ministry of Labor, Invalids and Social Affairs and the Ministry of Home Affairs into the Ministry of Home Affairs.
- Establish the Ministry of Ethnic and Religious Affairs based on the Ethnic Committee, receiving additional functions, tasks, and state management apparatus on religion from the Ministry of Home Affairs.
- Agree to the policy of reorganizing the inspection system based on rearranging and reorganizing the Government Inspectorate of Vietnam and the system of local inspection agencies and current specialized inspection.
- Agree to the policy of reorganizing the local police apparatus towards a "comprehensively strong, commune-level solid, grassroots-based" direction, without district-level police authorities. For island districts, set up police stations (as there are no commune-level administrative divisions). Pilot non-establishment of CPV organizations in the police authorities of districts.
The Central Executive Committee agrees to reorganize the local police apparatus towards "a comprehensively strong, commune-level solid, grassroots-based", without district-level police authorities.
However, in island districts, police stations will be arranged due to the absence of commune-level administrative divisions.
The Central Committee also decided on the pilot non-establishment of CPV organizations in the police authorities of districts.

What are the rules for enrollment into the Vietnam People's Public Security schools?
Under Article 2 of Circular 15/2016/TT-BCA, the rules for enrollment into the Vietnam People's Public Security schools are:
- Enrollment into the Vietnam People's Public Security schools must follow the enrollment regulations of the Ministry of Education and Training and the regulations and guidelines of the Ministry of Public Security; requirements for work, combat, and force building of the Vietnam People's Public Security Force.
- Enrollment into the Vietnam People's Public Security schools must link staff planning with training planning to meet the competency requirements according to the professional title standards of each officer currently or will take on after graduation.
- Enrollment into the Vietnam People's Public Security schools must ensure quality and quantity; implement democracy, fairness, openness, and transparency.
- Enrollment into the Vietnam People's Public Security schools is conducted based on a combination of checking political standards, ethical qualities, academic ability, health, and talents of the candidates according to specific regulations of the Ministry of Public Security with the recruitment results, nomination, and selection according to the admission regulations of the Ministry of Education and Training and the regulations of the Ministry of Public Security.
What does the school admission dossier for new students of the Vietnam People's Public Security schools include?
Under Article 14 of Circular 15/2016/TT-BCA, the school admission dossier for new students of the Vietnam People's Public Security schools includes:
- Application to voluntarily join the People's Public Security force;
- Self-declared personal history with confirmation from the People's Committee and Police of the commune, ward, town;
- Background investigation report;
- Health certificate;
- Birth certificate;
- High school transcript and diploma, certification of having completed cultural subjects in the high school education program for those graduating from intermediate level but without a high school diploma, temporary high school graduation certificate for those selected immediately in the graduation year (students enrolling in People's Police Culture schools must have a junior high school transcript and diploma);
- Examination records from the Enrollment Council of the Police units/localities;
- Priority certification (if any);
- Introduction of participation in the Youth Union, Communist Party of Vietnam (if any);
- Examination score report (except for the Culture school);
- Admission notice from the school;
- Candidate's commitment regarding political standards.
