What are the principles for selecting Literature textbooks in Vietnam?
According to Article 3 of Circular 27/2023/TT-BGDDT, the principles for selecting textbooks in general and Literature textbooks in particular are as follows:
- Textbooks must be selected from the list of textbooks approved by the Minister of Education and Training for stable use in educational institutions.
- Each grade selects 01 (one) textbook for each subject, educational activity (including selected learning contents and topics if available) to be implemented in the educational institution (hereinafter referred to as subject).
- The selection of textbooks ensures democratic, objective, public, and transparent processes, for the benefit of students.
What is the minimum number of members in the Literature Textbook Selection Council in Vietnam?

2. Number and structure of council members
a) The council includes: Head, deputy head; professional team leaders, professional groups, professional departments (hereinafter collectively referred to as professional teams), representatives of teachers, representatives of the parents' council of the educational institution. The number of council members is odd, with a minimum of 11 (eleven) people. For educational institutions with a scale of fewer than 10 (ten) classes, the minimum number of council members is 05 (five) people;
b) The council structure includes: Chairman, Vice Chairman, Secretary, and council members. The Chairman is the head; in cases where the head is not allowed to participate in the council as regulated in clause 3, Article 4 of this Circular, and in cases of absence due to force majeure, the Chairman is the deputy head. The Vice Chairman is the deputy head or professional team leader. The Secretary is selected from among the council members.
