According to Resolution 13/2024/NQ-HDND which regulates the types and levels of fees, management mechanisms, and expenses for services supporting educational activities of public educational institutions in Ho Chi Minh City from the academic year 2024-2025, the types of service fees for supporting educational activities of public educational institutions in Ho Chi Minh City are as follows:
(1). Services for organizing, managing, and cleaning during boarding

- Group 1: Students and learners at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
- Group 2: Students and learners at schools in the districts of Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio.
(2). All fees must build Revenue-Expenditure Estimates as regulated in Clause 2, Article 3 "Revenue-Expenditure Management Mechanism" of Resolution 13/2024/NQ-HDND.
(3). Fees and rates for vocational education institutions - continuing education:
Apply the same rates as the service fees for supporting educational activities equivalent to those of public general education institutions of the same educational level in Ho Chi Minh City.

What are regulations on Revenue-Expenditure Management Mechanism for Educational Support Services in Ho Chi Minh City?
Based on Article 3 of Resolution 13/2024/NQ-HDND, the revenue-expenditure management mechanism for educational support services of public educational institutions in Ho Chi Minh City from the academic year 2024-2025 is as follows:
- The specified rates in Resolution 13/2024/NQ-HDND are the maximum rates. Depending on the actual conditions of the educational institution and the needs of the students, the education institution shall agree with the parents on the specific fee rates but shall not exceed the rates specified in Resolution 13/2024/NQ-HDND and shall not be higher than 15% compared to the previous academic year.
- Public educational institutions, based on actual conditions, infrastructure, and students' needs, shall develop revenue-expenditure estimates for each revenue item as a basis for calculating specific fees, ensuring the principle of sufficient collection and expenditure, appropriate to the actual conditions of the academic year, and shall submit to the competent authority for approval.
The use of fees must be for the correct purpose, publicly announce the revenue-expenditure plan for each fee to parents before implementation, and fully comply with financial management policies as regulated.
- The collection time must ensure the principle of actual learning months but shall not exceed the framework of the time prescribed by the People’s Committee of Ho Chi Minh City for the academic calendar of preschool, general education, and continuing education in Ho Chi Minh City.
What are Principles for Determining Service Prices in the Field of Education and Training in Vietnam?
Based on Article 5 of Decree 81/2021/ND-CP, the principles for determining service prices in the field of education and training are as follows:
- Service prices in the field of education and training are determined according to the provisions of the law on prices and the regulations of the Government of Vietnam on the financial autonomy mechanism for public service providers.
- Service prices in the field of education and training are adjusted according to a roadmap commensurate with the quality of educational services, but the rate of increase in service prices shall not exceed 15% per year.
