What are the required language competencies for 2nd-grade students after completing the Vietnamese Language curriculum?

Under item 2.1 of sub-section 2, section 4, the General Education Program for Literature issued with Circular 32/2018/TT-BGDDT, the required language competencies for 2nd-grade students after completing the Vietnamese Language curriculum are as follows:

- Read correctly, fluently, and expressively; understand the main content of the text, primarily explicit content; initially understand the implicit content such as the theme and lessons from the text read.

- Requirements for reading include reading skills and comprehension skills, emphasizing both accurate reading at a suitable speed and understanding the simple content of the text.

- Write with accurate spelling, vocabulary, and grammar; be able to write some sentences and short paragraphs.

- Be able to narrate texts or events witnessed, participated in, create stories imagined by the student; describe familiar objects and phenomena; introduce objects and activities close to students' lives.

Writing paragraphs expressing the emotions and thoughts of students when reading a story, poem, or witnessing an event that evokes emotions; expressing opinions on a simple issue in study and life; writing a number of types of documents such as: autobiography, messages, invitations, timetables, applications, etc.; initially know how to write following a process; the essay must include all three parts (introduction, body, conclusion).

- Present ideas and emotions clearly; initially know how to use appropriate gestures and expressions when speaking; retell stories that have been read or heard clearly; know how to share, exchange feelings, attitudes, thoughts on the mentioned issues; know how to explain about an object or simple procedure.

- Listen and understand with a suitable attitude and grasp the basic content; recognize the emotions of the speaker; know how to respond to what has been heard.

Are 2nd-grade students in Vietnam required to pay tuition?

Under Clause 3, Article 99 of the Education Law 2019:

Tuition and expenses of educational and training services

3. Students at primary education level in public educational institutions are not required to pay tuition; in areas lacking public schools, primary school students in private educational institutions shall receive subsidies on tuition from the State, with the support rate specified by provincial People’s Councils.

Thus, only 2nd-grade students in public schools do not have to pay tuition fees.
