According to Article 2 of Circular 27/2023/TT-BGDDT, the rules of selecting textbooks used in general educational institutions in Vietnam are as follows:

- Textbooks must be selected from the list approved by the Minister of Education and Training for stable use in educational institutions.

- Each grade selects one (1) textbook for each subject, educational activity (including contents, optional study topics if any) performed at the educational institution (hereafter referred to as subjects).

- The selection of textbooks ensures democracy, objectivity, publicity, transparency, and the benefits of the students.

What is the process of selecting textbooks used in general educational institutions in Vietnam?

Under Article 7 of Circular 27/2023/TT-BGDDT, the process of selecting textbooks used in general educational institutions in Vietnam is as follows:

Step 1: The council prepares a plan to organize the selection of textbooks for the educational institution; assigning tasks to council members.

Step 2: Organize the selection of textbooks at the professional team

- Based on the council's plan and textbook selection criteria, the head of the professional team develops a plan to organize the selection of textbooks for each subject structured in the professional team, reporting to the head before implementation;

- Organize for all subject teachers at the educational institution (including permanent, contract, seconded, adjunct, and inter-school teachers) to participate in selecting the textbooks for that subject;

- At least 20 days before the first meeting of the professional team, the head of the professional team organizes for subject teachers to study the textbooks, write evaluation comments on the textbooks based on selection criteria;

- The head of the professional team organizes a meeting with subject teachers to discuss, vote, and select one textbook for the subject. If a subject only has one textbook approved by the Minister of Education and Training, the professional team selects that textbook without voting.

A textbook is selected if it obtains votes from at least half of the subject teachers.

If no textbook obtains votes from at least half of the subject teachers, the professional team must discuss and vote again; the selected textbook is the one that has the most teacher votes in the second round.

In both voting rounds, if there are two or more textbooks with the highest equal number of teacher votes, the head of the professional team decides which textbook to select.

Meetings of the professional team are documented, recording all comments and evaluations of the textbooks by participating subject teachers, with the minutes signed by the head of the professional team and the assigned minutes taker;

- The head of the professional team summarizes the results and compiles the list of textbooks selected by the professional team, with signatures by the head of the professional team and the assigned compiler.

Step 3: The council meets to discuss and evaluate the organization of textbook selection by professional teams; verifies the meeting minutes of the professional team; teacher evaluation comments on textbooks; compiles the results of textbook selection by professional teams into minutes (including comments and evaluations on the organization of textbook selection by professional teams; the list of textbooks selected by professional teams), with signatures by the Chairman and Secretary of the Council.

Step 4: The council proposes to the head the list of textbooks selected by professional teams according to the regulations.

Step 5: The educational institution compiles a portfolio of selected textbooks and sends it to the Department of Education and Training. The portfolio includes:

- The decision to establish the educational institution's council;

- The council meeting minutes as per regulations;

- The list of selected textbooks of the educational institution.
