What are the standards for a public employee as a academic coordinator of pre-university school in Vietnam?
According to Clauses 2, 3, and 4 of Article 3 of Circular 22/2022/TT-BGDDT, the standards for a public employee as a academic coordinator of pre-university school in Vietnam are prescribed as follows:
- Ethical Standards
+ Adhere to the guidelines and policies of the Communist Party, laws of the State, and regulations of the industry;
+ Be honest, objective, with a sense of ethical cultivation, uphold responsibility, maintain the qualities, honor, and reputation of an official public employee; foster unity, assist colleagues and students;
+ Perform duties in accordance with regulations and laws.
- Educational and Training Standards
+ Possess a college degree in education or higher (or have a college degree or higher in other relevant fields suitable for the academic affairs position);
+ Complete training programs according to the standards of the professional title of the academic affairs public employee.
- Professional Competence Standards
+ Understand and apply the guidelines and policies of the Communist Party, laws of the State, and industry requirements relevant to the academic level into the field of work;
+ Effectively implement the school's plans and educational programs;
+ Have the ability to organize and manage students effectively in academic affairs duties;
+ Have the ability to cooperate and communicate well with colleagues; counsel, support students, and parents in executing tasks;
+ Have the ability to apply information technology in professional activities.
Appointment and salary classification according to professional titles of public employees as academic coordinators in Vietnam
Pursuant to Article 4 of Circular 22/2022/TT-BGDDT, the principles of appointment and salary classification according to professional titles of public employees as academic coordinators in Vietnam are regulated as follows:
- Appointment to the professional titles of public employees as academic coordinators must be based on the provisions of this Circular and the job position, tasks, professional competence, and expertise of the public employee.
- When appointing from other official or public employee ranks to the professional title of academic affairs public employees as prescribed in this Circular, it is not allowed to combine it with a salary increase.
Simultaneously, the appointment to the professional title of academic affairs public employees is as follows: (Based on Article 5 of Circular 22/2022/TT-BGDDT)
Appointment to the professional title of academic affairs public employee, code V.07.07.21 for:
- Public employees currently performing academic affairs but have not been appointed according to the regulations of Circular 07/2019/TT-BGDDT (expired and replaced by Circular 22/2022/TT-BGDDT); specialized high schools; university preparatory schools and public schools for students with disabilities (hereinafter referred to as Circular 07/2019/TT-BGDDT (expired and replaced by Circular 22/2022/TT-BGDDT)) when meeting the professional title standards for academic affairs specified in this Circular.
- Persons recruited into the position of academic affairs public employees after the effective date of this Circular and meeting the probationary requirements as prescribed.
Simultaneously, the salary classification for the professional title of academic affairs public employees will be implemented as prescribed in Article 6 of Circular 22/2022/TT-BGDDT as follows:
- Public employees appointed to the professional title of academic affairs public employee, code V.07.07.21, as prescribed in this Circular, will apply the salary table for public employees of type A0 in table 3 (salary table for professional activities applicable to officials and public employees in public service providers of the State) issued together with Decree 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam regarding salary policies for officials and public employees and the armed forces (hereinafter referred to as Decree 204/2004/ND-CP).
- The salary reclassification for the case when recruiting, appointing to the professional title of academic affairs public employees, currently being other specialized officials and public employees, will be implemented as follows:
+ If classified under the salary table for officials and public employees of type A0 according to table 2 (salary table for professional activities applicable to officials in State agencies) or table 3 (salary table for professional activities applicable to officials and public employees in public service providers of the State) issued together with Decree 204/2004/ND-CP, the salary reclassification will be of type A0;
+ If classified under the salary table for officials and public employees of type A1 or higher, or type B, reclassify the salary following the guidelines in Clause 1, Section 2 of Circular 02/2007/TT-BNV dated May 25, 2007 by the Minister of Home Affairs, guiding salary reclassification when upgrading, shifting rank, or changing the type of officials and public employees.
