According to the latest Official Dispatch issued by the Ministry of Education and Training of Vietnam on July 30, 2024, Official Dispatch 3898/BGDDT-GDTH of 2024 guiding the implementation of primary education tasks for the 2024-2025 school year, the measures to ensure school safety in the general education program for the 2024-2025 school year are as follows:
[1] On the aspect of hygiene ensuring school safety:
- Maintain environmental sanitation in schools and methods to ensure the physical and mental health of students, staff, teachers, and management officers;
- Proactively plan flexible and suitable teaching methods for students and actual conditions, preparing for natural disasters and epidemics based on reviews and lessons learned from previous school years;
[2] On the aspect of infrastructure ensuring school safety:
- Inspect, review, and reassess the quality of school facilities, plan and implement the maintenance of facilities as stipulated;
- Do not use facilities that have exceeded their lifespan and do not ensure safety according to regulations until they are renovated, repaired, and upgraded.
[3] On the aspect of educating students for school safety through various activities:
- Continue to effectively organize tasks related to moral education, lifestyle, and life skills for students, building a school culture;
- Social work, psychological counseling for students within the school, ensuring a safe, healthy, and friendly educational environment, and preventing school violence.

What are methods for teaching knowledge and skills regarding ensuring school safety to students in Vietnam in the school year 2024-2025?
Based on Article 9 of Circular 18/2023/TT-BGDDT, the education of knowledge and skills ensuring school safety for students is as follows:
- Integrate content on building a safe school, accident and injury prevention into subjects and educational activities;
- Educate knowledge and skills on ensuring social security and order; prevent school violence, crime, social evils within the school, community, and on the internet;
- Educate knowledge and skills to prevent drowning, focus on swimming skills, ensure water safety; cooperate with families, authorities, agencies, organizations, and individuals in managing, organizing safe swimming lessons, prevent drowning for learners in the community;
- Educate knowledge and skills on traffic safety and cooperate with families to supervise the implementation of traffic safety for learners in the community;
- Educate knowledge and skills on fire prevention and firefighting, environmental protection, coping with disasters, natural calamities, preventing other types of accidents like falls, collisions, electric shocks, burns, poisoning, animal attacks;
- Organize teams, groups, clubs to help students actively engage in activities and topics to practice skills in preventing accidents and injuries within the school and support each other on the way to school, at home, and in the community.
Contents of building a safe school and preventing accidents and injuries in Vietnam
Based on Article 4 of Circular 18/2023/TT-BGDDT, the contents of building a safe school and preventing accidents and injuries in Vietnam are as follows:
- Ensure safety of infrastructure, equipment, means, materials, and educational resources serving the school’s activities;
- Ensure school security and order; prevent school violence, crime, social evils; guide students to participate safely and healthily on the internet, conforming to the law;
- Educate knowledge and skills to prevent drowning; traffic safety; fire prevention and firefighting; coping with disasters and natural calamities; prevent falls, collisions, electric shocks, and other common types of accidents and injuries;
- Protect and take care of students' health: prevent and control epidemics, school diseases; ensure food safety; prevent the harmful effects of tobacco and new tobacco products, alcohol, beer, and other addictive substances;
- Implement codes of conduct, democratic regulations within the school; educate mental health; conduct psychological counseling for students and social work within the school.
Training and Professional Development for Teachers on Building a Safe School in Vietnam
Based on Article 8 of Circular 18/2023/TT-BGDDT, the regulations on training and professional development for teachers on building a safe school are:
- Assess awareness, knowledge, and skills on education preventing accidents and injuries of management officers, teachers, and school staff to build suitable training and development plans for each subject;
- Organize training to enhance professional qualifications and skills for management officers, teachers, and school staff on content related to building a safe school, preventing accidents and injuries, basic first aid skills, focusing on school healthcare staff, physical education teachers, homeroom teachers, teachers responsible for psychological counseling, social work, and youth union, team activities;
- Organize training for teachers on content, methods to integrate, embed educational content on safe schools and preventing accidents and injuries into subjects and educational activities.
