On August 14, 2024, the Ministry of Education and Training issued Official Dispatch 4324/BGDDT-CNTT in 2024 guiding the implementation of tasks in applying information technology, digital transformation, and educational statistics for the 2024-2025 school year.

The 03 key tasks in applying information technology, digital transformation, and educational statistics for the 2024-2025 school year include: Digital transformation in teaching, learning, and evaluation; Digital transformation in managing educational institutions and building educational databases; Continue to effectively deploy online public services and non-cash payments in education.

Detailed guidelines for implementing key tasks in digital transformation in teaching, learning, and evaluation for the 2024-2025 school year in Vietnam

Based on Subsection 1 of Section 2 of Official Dispatch 4324/BGDDT-CNTT in 2024 regarding key tasks in digital transformation in teaching, learning, and evaluation for the 2024-2025 school year, the Ministry of Education and Training provides the following guidelines:

Effectively implement Circular 09/2021/TT-BGDDT of the Minister of Education and Training on managing and organizing online teaching in institutions of general education and continuous education institutions, paying attention to the implementation of several contents as follows:

- Maintain and maximize the benefits of the Learning Management System (LMS) in online teaching activities to become essential, daily educational activities for each teacher and each learner.

- Organize the construction of digital learning materials, contribute and effectively utilize the shared learning material repository of the Ministry in organizing teaching, and assessment evaluation.

- Promote frequent online evaluations; perform periodic assessments on computers in places with the need and ensure conditions for organization and implementation.

- Frequently organize training to enhance digital skills for educators; prioritize training in content related to practical work such as: applying teaching software, building digital learning materials, electronic lectures, organizing online teaching, applying artificial intelligence in teaching, learning.

- Review, invest in new purchases, and supplement computers to meet the requirements of teaching Information Technology; purchase equipment to serve the construction of digital learning materials and online teaching.

- Continue to effectively implement the electronic library system (including library management software and digitized book and resource databases for teaching and nurturing, caring, educating children), connect and integrate with digital learning material repositories, share digital resources between educational institutions, educational management staff, teachers.

- Implement solutions to ensure a safe digital educational environment in schools.

Guidelines for implementing key tasks in digital transformation in managing educational institutions and building educational databases Ivn

Based on Subsection 2 of Section 2 of Official Dispatch 4324/BGDDT-CNTT in 2024 on digital transformation in managing educational institutions and building educational databases:

(1) Continue to deploy school management software to 100% of educational institutions, at a minimum implement the modules: learner management (records, learning results, discipline, transcripts, health), staff management, facility management (including the minimum teaching equipment list, staff housing, classrooms, clean water, sanitary facilities), school health, finance (non-cash payments); ensure seamless connection with the educational sector database.

(2) Advise leaders at all levels to allocate resources to deploy digital transcripts in general education; deploy the construction of diploma and certificate databases towards the implementation of digital diplomas, digital certificates, and public information about diploma and certificate issuance according to the regulations of the Ministry of Education and Training.

(3) Build and complete the database according to Circular 42/2021/TT-BGDDT of the Minister of Education and Training on educational and training databases, focusing on implementing several tasks as follows:

- Continue to expand the educational sector database, connect with national databases to enhance utility and efficiency for educational management work (databases on preschool education, continuous education, physical education, ethnic education, political affairs of students, facilities, and digital transformation).

- Organize the update of data on educational sector database systems to ensure complete, accurate, and prompt information provision as required by the Ministry of Education and Training; fully complete the update of personal identification numbers of teachers and learners; fully update learners' learning results on the Education Sector Database by each semester; especially, fully complete information of grade 12 students serving the high school graduation exam and university, college admissions in preschool education and information of students serving first-grade (class 6 and class 10 of ethnic boarding schools) admissions.

- Upgrade and deploy the universal education and literacy eradication information system based on connecting and inheriting available data from the national population database and the educational sector database.

- Strictly implement policies for periodic educational statistics reports for preschool, general, and continuous education at school/center, district, and department levels (beginning and end of the academic year terms) on time, fully, and accurately according to educational sector statistical report policy regulations, periodic report regulations within the scope of state management of the Ministry of Education and Training, and ad-hoc reports as required by the Ministry of Education and Training.

Guidelines for implementing key tasks in digital transformation in managing educational institutions and building educational databases in Vietnam

Based on Subsection 3 of Section 2 of Official Dispatch 4324/BGDDT-CNTT in 2024 on to continue to effectively deploy online public services and non-cash payments in education, prioritizing several services:

- Online registration for high school graduation exams; Online registration for university and college admissions in preschool education on the national public service portal at the comprehensive level.

- Online services for registration and admissions of students at all levels; Diploma and certificate recognition services, aiming for comprehensive implementation.

- Focus on implementing 03 groups of online, comprehensively interconnected public services on the national public service portal according to Decision 206/QD-TTg in 2021 of the Prime Minister of the Government of Vietnam.

- Promote non-cash payment of tuition fees, other fees using non-cash payment methods; connect tuition management software, educational institution fee management with non-cash payment platforms, including the Online Payment Platform provided on the national public service portal.
