According to subsection 2 of Section 1 Official Dispatch 4606/BGDDT-GDDH of 2024, the core tasks for higher education institutions and pedagogical colleges during the 2024-2025 academic year are stipulated as follows:
- Completing development strategies, consolidating organizational structures, mobilizing all resources to enhance university governance capacity, strengthening conditions to ensure education quality, completing and developing an internal quality assurance system, improving operational indicators of each training institution, fully meeting the criteria of the university education standard.
- Strongly innovating programs and training methods associated with strengthening management work, improving the quality of human resource training and scientific research capability, and fostering innovation, especially in key fields and sectors according to regional and local development orientations.
- Promoting the application of digital technology, especially artificial intelligence throughout the higher education system, associated with administrative reform, innovating school management and governance methods, changing teaching and learning methods, exams and assessments to create a positive impact for the renovation of general education.
- Promoting training, nurturing, attracting, and developing a team of high-level lecturers, scientists, top experts, especially in several key, core, high-tech fields.
- Organizing and effectively performing tasks, well preparing projects according to the Government of Vietnam's programs of action implementing the resolutions of the Central Committee and the Politburo; strategies, plans, programs, projects approved by the Prime Minister, especially developing high-quality human resources serving Vietnam's high-tech industries, focusing on semiconductor microchip industries, artificial intelligence, cybersecurity, biotechnology, and green energy.

According to Section 3 of Official Dispatch 4606/BGDDT-GDDH of 2024 on the core tasks for higher education institutions and pedagogical colleges during the 2024-2025 academic year:
Based on current regulations, the Ministry of Education and Training's guidance documents, and the actual local and school situations, training institutions should prepare specific plans and allocate resources to organize the performance of the core tasks for higher education institutions and pedagogical colleges during the 2024-2025 academic year to ensure practicality and effectiveness.
Training institutions should actively cooperate with the relevant Authorities and Departments of the Ministry of Education and Training (or through the focal point being the Department of Higher Education) to implement, promptly resolve, and remove obstacles and difficulties; report the task performance results during the 2024 - 2025 academic year to the Ministry of Education and Training before July 20, 2025./.
Therefore, the guidance for core breakthrough tasks for higher education institutions and pedagogical colleges during the 2024-2025 academic year will be assigned to the localities for following.
