The 2nd Congress of the Communist Party of Vietnam, also known as the 2nd Congress of the Indochinese Communist Party, took place from February 11 to February 19, 1951, in Vinh Quang Commune, Chiem Hoa District, Tuyen Quang Province. The congress was attended by 158 official delegates and 53 alternate delegates, representing 766,349 party members actively involved within the Communist Party across Indochina. Representatives from the Chinese Communist Party and the Communist Party of Siam (Thailand) were also in attendance.

The 2nd Congress of the Communist Party of Vietnam took place in a context where French colonial forces had just carried out the de Lattre de Tassigny Plan, escalating the scale of the French war in Indochina, making the resistance of the Viet Minh, especially in areas behind enemy lines, more difficult. The Democratic Republic of Vietnam was supported by the Soviet Union and China.

The congress decided to separate the Indochinese Communist Party to establish a separate Marxist-Leninist Communist Party in each country of Indochina. In Vietnam, the Congress established the Vietnamese Workers' Party and brought the Party into public operation.

Thus, the 2nd Congress of the Indochinese Communist Party (February 1951) decided to establish the Vietnamese Workers' Party.

- History is part of the social sciences group, chosen according to career orientation at the high school level.

- The mission of the History subject is to help students form and develop historical capacity, a component of scientific capacity, while contributing to shaping and developing essential qualities and general skills defined in the overall program.

- History plays a leading role in educating patriotism, national pride, and historical and cultural traditions, helping students recognize and apply historical lessons to solve real-life issues, develop perspectives, and consolidate humanistic values, community spirit, tolerance, and compassion; contributing to forming and developing the qualities of Vietnamese citizens and global citizens in the current era.

- The History subject forms and develops students' historical thinking, systematic thinking, critical thinking, skills in exploiting and utilizing historical sources, recognizing and presenting history in a chronological and synchronic logic, and connecting the past with the present.

- The History subject helps students recognize the scientific and practical value of history in modern social life, understand and appreciate the history and culture of both the nation and humanity; it provides direction for students to choose careers such as social and humanities research, diplomacy, management, tourism activities, cultural industry, media, etc.

- The History curriculum systematizes and consolidates general historical knowledge at the basic education stage, simultaneously helping students delve deeper into core historical knowledge through topics and modules on world history, Southeast Asian history, and Vietnamese history. The teaching methods of the History subject are based on fundamental principles of historiography and modern educational methods.

What are the required outcomes regarding the History and Historiography chapter in the 10th-grade History curriculum in Vietnam?

According to the general education program of History promulgated with Circular 32/2018/TT-BGDDT, the required outcomes regarding the History and Historiography chapter in the 10th-grade History curriculum in Vietnam include:

- Presenting the concept of history.

- Distinguishing between actual history and history as perceived by humans through specific examples.

- Explaining the concept of historiography.

- Presenting the research subject of historiography through specific examples.

- Stating the functions and tasks of historiography through specific examples.

- Stating the significance of some basic principles of historiography: objectivity, honesty, progressiveness.

- Distinguishing different sources of historical documents: written, historical artifacts, etc.

- Stating some basic methods of historiography: historical method, logical method, presenting history in chronological and synchronic order, and interdisciplinary approach. Initially applying some basic methods of historiography through specific exercises (at a simple level).

- Stating the role and significance of historical knowledge in the lives of individuals and modern society through specific examples.
