What are the 02 steps for mobilizing sponsorships by public educational institutions in Vietnam?
Pursuant to the procedure outlined in Circular 16/2018/TT-BGDDT, the sponsorship mobilization process is divided into two main steps:
- Step 1: Sponsorship mobilization (Article 5 of Circular 16/2018/TT-BGDDT)
Based on plans of activities in an academic year and estimates of the budget allocated by State regulatory authorities, on a regular or irregular basis, educational institutions shall draw up plans for mobilization of sponsorships.
The mobilization plan must clearly define the contents, purposes, beneficiaries, cost estimates and plans to carry out activities that need to be sponsored.
Once the plan is prepared, the educational institution submits it to the Division of Education and Training or the Department of Education and Training.
Lower secondary schools shall submit the plan to the Division of Education and Training for appraisal and approval.
The appraisal period is within 15 days from the date the plan is received from the educational institution.
- Step 2: Receipt of sponsorships (Article 6 of Circular 16/2018/TT-BGDDT)
After the Division of Education and Training or the Department of Education and Training approves the plan, to receive sponsorships, the educational institution must establish a Sponsorship Receiving Panel.
The principal of the educational institution serves as the principal of the Sponsorship Receiving Panel (for lower secondary schools, the Principal is the principal).
For cash sponsorships, the educational institution must open a separate account at the Treasury or a commercial bank to receive cash sponsorships transferred by account.
Concurrently, the educational institution must open a detailed accounting book to separately track the sponsored funds.
For in-kind sponsorships, the sponsor and the educational institution must have a transfer and reception record.
