Based on the Plan for tasks and key solutions for the 2024-2025 academic year of the Education sector, issued with Decision 236/QD-BGDDT 2024 Download, the Education sector has determined the theme of the 2024-2025 academic year to be: “Innovative renewal, improving quality, solidarity, and discipline.”

Thus, the theme of the new academic year 2024-2025 as determined by the Education sector is “Innovative renewal, improving quality, solidarity, and discipline.”

Based on Section I of the Plan for tasks and key solutions for the 2024-2025 academic year of the Education sector, issued with Decision 236/QD-BGDDT 2024 Download:

- Thoroughly understand and direct the entire Education sector to focus on organizing and implementing the key tasks for the 2024-2025 academic year to strengthen and improve the quality of education and training.

- Serve as a basis for educational management agencies at all levels, universities, academies, universities of education, and pedagogical colleges to develop programs and plans for local implementation and synchronization, effectively executing the key tasks for the 2024-2025 academic year.

- Ensure synchronization and consistency in the implementation of tasks and solutions across the Education sector for the 2024-2025 academic year in conjunction with adhering to the regulations on decentralization, delegation of authority, and emphasizing the responsibilities of heads of agencies and units in implementation.

Based on Section II of the Plan for tasks and key solutions for the 2024-2025 academic year of the Education sector, issued with Decision 236/QD-BGDDT 2024 Download:

[1] Continue to perfect the institutions, enhance efficiency, and improve the effectiveness of state management over education.

Focus on reviewing, adjusting, supplementing, and perfecting the legal system, mechanisms, and policies related to education and training to institutionalize the assigned objectives, tasks, and solutions...

The Central Executive Committee of the XI Communist Party “On fundamental and comprehensive renovation of education and training, meeting the requirements of industrialization and modernization within the socialist-oriented market economy and international integration”; the opinions, guidelines of the Communist Party and the State on developing education, training; practical issues that arise and need adjustments to remove obstacles.

Prioritize resources to complete the construction of the Teachers' Law and the National Assembly's Resolutions on universal preschool education for children aged 3 to 5 years and renovating the preschool education program....

[2] Ensure equity in access to education for all subjects, especially focusing on ethnic minorities, people living in mountainous areas, regions with particularly difficult economic and social conditions, coastal areas, islands, orphans, children with no support, people with disabilities, and individuals from poor or near-poor households.

Strengthen and maintain solid results in universal preschool education for children aged 5 years, universal primary education, universal junior secondary education, literacy elimination, and gradually strive to achieve higher standards to improve the quality of education....

[3] Improve the quality of preschool, general, and continuous education.

Ensure the work of nurturing, caring for, and educating children meets the requirements of the preschool education program; ensure safety for preschool children in preschool education institutions, especially at non-public preschools, various children groups, kindergartens, and independent public and private preschool classes. Prepare conditions to implement a pilot program for a new preschool education curriculum.

Effectively implement the general education program for grades, especially grade 5, grade 9, and grade 12; intensify the renovation of teaching methods and assessment according to the orientation of developing students’ qualities and competencies....

[4] Develop a team of teachers, lecturers, and education managers to ensure sufficient quantity and improve quality, meeting the requirements of education and training innovation.

Recruit, manage, and effectively use the assigned teacher staffing quotas under Decision 72-QD/TW 2022 by the Politburo, to overcome the shortage of teachers, especially preschool teachers and teachers teaching subjects according to the 2018 general education program....

[5] Effectively utilize state budget and mobilize resources for investment in education.

Ensure the actual state budget expenditure for education and training is no less than 20% of the total state budget expenditure according to the spirit of Resolution 37/2004/NQ-QH11 of the National Assembly dated December 3, 2004, Education Law 2019, and Resolution 29-NQ/TW 2013 of the Central Executive Committee Communist Party XI “On fundamental and comprehensive renovation of education and training, meeting the requirements of industrialization and modernization within the socialist-oriented market economy and international integration” and Conclusion 91-KL/TW 2024 by the Politburo continuing to implement Resolution 29-NQ/TW.

Recommend that levels and sectors supplement the regular budget for educational institutions to ensure daily teaching and learning activities meet a minimum of 19% of total regular expenditure (excluding tuition revenue) as per regulations....

[6] Strengthen political, ideological education, national defense security education, and school health and physical education.

Effectively implement political and ideological education in schools; build and promote the cultural values of Vietnamese people; educate students on patriotism, national pride, and identity, fostering the aspiration to develop a prosperous and happy country.

Continue promoting the learning and following the ideology, ethics, and style of Ho Chi Minh in educational institutions, with a focus on developing the Communist Party within the student body.

Focus on solutions to build school culture; emphasize the renewal of content, methods, and forms of moral, lifestyle, behavioral culture, life skills, occupational skills, and employment education; legal education for students through educational activities....

[7] Enhance the quality of training human resources, especially high-quality human resources linked with scientific research and innovation.

Prepare well for university and pedagogical college admissions from 2025 onwards, in accordance with the 2018 general education program, ensuring quality and equity.

Review and update training programs, standardize training programs; increase the application of educational technology and artificial intelligence in teaching and learning....

[8] Enhance international integration in education.

Further promote international integration in education and training, attract, and effectively utilize foreign resources for education and training; attract prestigious foreign higher education institutions to establish branches in Vietnam....

[9] Promote digital transformation and administrative reform in the entire sector.

Continue to build and complete educational sector databases, interconnecting data within the education sector and connecting with national databases. Promote administrative reform, strengthen the implementation of administrative procedures through online public services and One-stop shops, and linked One-stop shops. Effectively implement the Scheme “Enhancing the application of information technology and digital transformation in education and training for the period 2022 - 2025, with orientation to 2030”; deploy the Scheme “Developing applications of population data, identification, and electronic authentication for national digital transformation for the period 2022 - 2025”. Encourage the development and exploitation of big data, suitable artificial intelligence solutions in education and training....

[10] Strengthen inspection, examination, and handling of violations in the field of education and training.

Strengthen inspection and examination of the implementation of policies and laws on education and training to build a healthy educational environment, prevent and strictly handle violations in education and training....

[11] Strengthen educational communication.

Proactively disseminate information and communication about new policies of the sector; the implementation of resolutions of the Communist Party, National Assembly, and the Government of Vietnam on fundamental and comprehensive renovation of education and training; activities and major events of the sector such as: celebrating 80 years of establishment and development of the Education sector, the high school graduation exam in 2025, summary and evaluation of the implementation of curriculum renovation, and general education textbooks;...

[12] Effectively implement emulation movements throughout the sector.

Organize preliminary and final reviews of emulation movements initiated by the Prime Minister of the Government of Vietnam and the emulation movement “Renewal, innovation in management, teaching, and learning” of the Education sector for the period 2020 - 2025. Organize the patriotic emulation congress of the Education sector and activities to celebrate 80 years of tradition in the Education sector in a solemn, economical, practical, effective, and appropriate manner....
