1. National National Defense and Security Education in upper secondary schools and vocational schools is a core subject.
2. Ensure that students have an initial understanding of national defense for the entire people, people's security; about the tradition of resisting foreign invaders of the nation, the people's armed forces, and Vietnam's military art; possess basic, necessary knowledge about civilian defense and military skills; ready to perform military service duties to defend the Fatherland.
3. Organize teaching and learning according to the program distribution. During the school year, depending on specific conditions, cooperate with relevant agencies, organizations, and units to organize extracurricular activities for students with appropriate content and form.
National Defense Education in upper secondary schools is a core subject.

The National Defense and Security Education subject contributes to forming and developing in students the essential qualities and general competencies according to the levels appropriate to the subject and the educational level that have been stipulated in the General Program issued together with the General Education Program by the Minister of Education and Training.

The National Defense and Security Education subject helps to form and develop in students the general competencies stipulated in the General Program through the specific competencies of the subject, which are: the competency to understand issues about defense and security and the competency to apply learned military knowledge and skills into life.
