On August 23, 2024, the Ministry of Education and Training issued Official Dispatch 4606/BGDDT-GDDH in 2024 to implement tasks for the academic year 2024-2025 focusing on higher education and pedagogical colleges.
According to Section 2 of Official Dispatch 4606/BGDDT-GDDH in 2024, the 08 specific tasks for higher education and pedagogical colleges in the academic year 2024-2025 include:
- Completing development strategies, consolidating the organizational structure, enhancing governance capacity, and vigorously implementing university autonomy in accordance with the policies and laws of the Vietnam Communist Party and the State.
- Strengthening the training, recruitment, and development of faculty, especially in STEM fields and other key areas; focusing on training and enhancing the core capacities of lecturers.
- Completing the enrollment process for 2024 as scheduled; perfecting recruitment methods from 2025 to ensure quality and fairness, meeting the requirements of educational program reform and new teaching methodologies.
- Innovating, modernizing programs and training methods to better meet the demand for high-quality human resources in the labor market and the diverse learning needs of students in the new context.
- Promoting scientific research, technological development, and innovation linked with high-level training and improving the faculty's capacity, with a focus on quality and social impact.
- Enhancing effective quality management at training institutions, fulfilling accountability linked with strengthening inspection, oversight, and supervision.
- Effectively organizing and continuously preparing conditions for task implementation according to the action programs of the Government of Vietnam and strategies, projects, and plans approved by the Prime Minister of the Government of Vietnam.
- Proactively and collaboratively doing well in communication work, policy orientation, increasing societal trust in higher education development, and enhancing the role of higher education in national, regional, and local development.

How to implement the review, renewal, and modernization of training programs according to the latest guidelines in Vietnam
According to Official Dispatch 4606/BGDDT-GDDH in 2024:
4. Innovating, modernizing programs and training methods to better meet the demand for high-quality human resources in the labor market and the diverse learning needs of students in the new context
a) Conducting a review, renewing, and modernizing the training programs according to the training program standards, with attention to researching and supplementing courses or integrating into the training programs contents that meet the development requirements of fields and sectors according to the approved strategies, programs, and projects[1].
b) Strengthening international cooperation and business partnerships to innovate, update objectives, program content, teaching and learning methods, and assess learning outcomes; encouraging the development of interdisciplinary training programs, especially in the STEM fields serving the development of high-tech, key sectors such as information and communication technology, artificial intelligence, semiconductor chips, automation, biotechnology, and green energy.
c) Diversifying training methods, implementing pilot models of digital higher education, strongly applying digital technology, especially artificial intelligence, in educational activities; enhancing business cooperation in training to improve skills and transform skills for the workforce. Concentrating on developing or launching talent training programs in fields where the state focuses on investment tied to societal practical needs.
d) Expanding teaching and learning in foreign languages for subjects and training programs currently conducted in Vietnamese, establishing a roadmap to make English a second language in schools, promoting international integration, and attracting foreign students to study.
It is necessary to research and supplement subjects or integrate into training programs contents that meet the development requirements of fields and sectors according to the approved strategies, programs, and projects when reviewing, renewing, and modernizing training programs.
