Currently, medical public employees are entitled to profession-based allowances at a rate of 100% according to Decree 05/2023/ND-CP.
Thus, the 100% allowance rate is applied from January 1, 2022, to December 31, 2023, for the following medical public employees:
- Regular public employees directly engaged in preventive medical professions (including border health quarantine);
- Engaged in medical professions at:
+ Commune, ward, or town health stations;
+ Regional polyclinics, maternity clinics;
+ District, district-level town, provincial, and centrally-run city health centers;
+ District, district-level town, provincial, and centrally-run city hospitals.
Therefore, the 100% allowance mentioned above for medical public employees will only be applicable until the end of 2023.
The National Assembly has voted to approve the resolution on the state budget estimate for 2024 on the morning of November 10. According to the resolution, starting from July 1, 2024, comprehensive salary policy reforms will be implemented according to Resolution 27-NQ/TW of 2018 on salary policy reforms for officials, public employees, armed forces, and workers in state-owned enterprises issued by the Central Executive Committee.

Pursuant to Resolution 27-NQ/TW of 2018, the following unified payrolls will be applied to medical public employees:
- Specialized payrolls based on professional titles applicable to public employees who do not hold leadership positions; each professional title will have multiple salary levels based on the following principles:
+ For the same level of job complexity, the salary will be the same;
+ Higher labor conditions and professional benefits will be implemented through profession-based allowances;
+ Rearrange the job groups and number of salary levels in the officials' job groups, professional titles of public employees, and encourage officials and public employees to improve their professional qualifications.
+ Appointments to officials' job groups or professional titles must be linked to job positions and the officials' job group and professional title structure will be implemented by the managing agency or organization.

The new salary structure will annul the statutory pay rate and current salary coefficient and establish a base pay amount in the new payrolls.
The design of the new salary structure includes:
- Base pay;
- Allowances;
- Additionally, there will be a bonus payment.
Where:
Base pay will account for approximately 70% of the total salary fund.
Allowances will account for approximately 30% of the total salary fund.
The bonus payment will be equivalent to approximately 10% of the total annual salary fund, excluding allowances.
Therefore, medical public employees will receive their actual salary based on the following provisional formula:
