According to Article 5 Circular 03/2022/TT-BVHTTDL:

"Article 5. Methodology specialist Class III - Code: V.10.06.20

1. Duties:

a) Develop an annual plan for assigned professional tasks and organize implementation after approval;

b) Direct programs, competitions, festivals, and cultural activities on a district scale;

c) Monitor, guide professional operations for local cultural institutions; summarize experiences to apply to other local cultural institutions;

d) Participate in organizing training courses, professional skill enhancement, talent training, club activities, interest groups.

2. Standards of training and retraining:

a) Hold a university degree or higher relevant to the field of local culture;

b) Have a certificate of retraining for the professional title of methodology specialist .

3. Standards of professional and technical competence:

a) Understand the guidelines and policies of the Communist Party, the policies, and laws of the State regarding local culture;

b) Have basic knowledge of managing local cultural work; have experience in local cultural activities;

c) Have an understanding of the history, culture, and society in the assigned management area;

d) Have the ability to analyze, aggregate, and draft advisory documents for professional guidance;

dd) Have basic IT skills, and be able to use a foreign language or a minority language for public employees working in minority areas according to job requirements.

4. Requirements for public employees taking the exam or considering promotion to methodology specialist Class III:

Have at least 02 years of working in the professional title of methodology specialist Class IV or equivalent (excluding internship or probation period) for a college-level degree or at least 03 years (excluding internship or probation period) for a secondary-level degree. In the case of equivalent time, there must be at least 01 year (12 months) holding the title of methodology specialist Class IV until the end of the application submission deadline for the exam or promotion consideration."

"Article 6. Methodology specialist Class IV - Code: V.10.06.21

1. Duties:

a) Participate in guiding the testing of some models and forms of activity of local cultural institutions within the assigned work scope;

b) Perform assigned tasks related to directing programs, competitions, festivals, and various other public cultural activities of local cultural institutions;

c) Monitor and guide the activities of local cultural institutions under management.

2. Standards of training and retraining:

a) Hold a intermediate degree degree or higher relevant to the field of local culture;

b) Have a certificate of retraining for the professional title of methodology specialist .

3. Standards of professional and technical competence:

a) Know the methods of organizing and implementing local cultural activities within the assigned tasks;

b) Have basic knowledge of local cultural work and related cultural and artistic subjects;

c) Capable of applying IT to fulfill assigned tasks."

What is the salary coefficient for methodology specialist Class IV compared to methodology specialist Class III in Vietnam?

According to Article 11 Circular 03/2022/TT-BVHTTDL:

"Article 11. Salary Classification Method

1. The professional titles of public employees specialized in local culture stipulated in this Circular shall apply Table 3 (Professional and technical salary scale for officials and public employees in public service providers) issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:

a) For the professional title of methodology specialist :

- The professional title of methodology specialist Class III applies the salary scale of public employees of category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;

- The professional title of methodology specialist Class IV applies the salary scale of public employees of category B, from a salary coefficient of 1.86 to a salary coefficient of 4.06.

2. After the probationary period expires as stipulated and the authorized managing public employee department decides to appoint the professional title of public employees specialized in local culture, the salary steps shall be classified according to the appointed professional title as follows:

a) In case of recruiting public employees with a doctorate degree relevant to the recruited position, appointed as methodology specialist Class III: Classified at step 3, salary coefficient 3.00, category A1 public employee scale;

b) In case of recruiting public employees with a master's degree relevant to the recruited position, appointed as methodology specialist Class III: Classified at step 2, salary coefficient 2.67, category A1 public employee scale;

c) In case of recruiting public employees with a university degree relevant to the recruited position, appointed as methodology specialist Class III: Classified at step 1, salary coefficient 2.34, category A1 public employee scale;

d) In case of recruiting public employees with a college degree relevant to the recruited position, appointed as methodology specialist Class IV: Classified at step 2, salary coefficient 2.06, category B public employee scale;

dd) In case of recruiting public employees with a intermediate degree degree relevant to the recruited position, appointed as methodology specialist Class IV: Classified at step 1, salary coefficient 1.86, category B public employee scale."
