What is the organizational structure of the Vietnam Journalists Association?

Pursuant to the provisions of Article 13 of the Charter of the Vietnam Journalists Association enclosed with Decision 375/QD-TTg in 2023 as follows:

Organizational structure of the Association
1. The organization of the Vietnam Journalists Association includes:
a/ The National Congress of Delegates;
b/ The Executive Committee;
c/ The Standing Committee;
d) Inspection Committee;
dd) Specialized units and committees of the Association;
e) Press agencies and organizations with legal status under the Association.
2. Provincial/municipal journalists' associations established in accordance with law; The Union of Branches affiliated to the Vietnam Journalists Association.
3. Branches are grassroots-level organizations of the Association, including branches affiliated to the Vietnam Journalists Association, branches affiliated to the Union of Branches and Journalists' Associations of provinces and centrally-run cities.

According to the above regulations, the organizational structure of the Vietnam Journalists Association includes:

- The National Congress of Delegates;

- The Executive Committee;

- The Standing Committee;

- Inspection Committee;

- Specialized units and committees of the Association;

- Press agencies and organizations with legal status under the Association.

Pursuant to the provisions of Article 14 of the Charter of the Vietnam Journalists Association enclosed with Decision 375/QD-TTg in 2023 as follows:

National Congress of Delegates
1. The National Congress of Delegates is the highest governing body of the Association.
2. The term of office of the National Congress of Delegates shall be 05 years. When necessary, to convene an Extraordinary Congress, there must be the request of at least 2/3 of the total number of members of the Executive Committee or proposal of more than half of the official members, and approval of competent state agencies.
3. The National Congress of Delegates has the task of: discussing and approving reports and resolutions of the Congress; decide on amendments, supplements and adoption of the Association's Charter (if any); elect the Executive Committee, the Inspection Committee and other contents in accordance with the provisions of law and the Charter of the Association.
4. The tasks of the Extraordinary Congress shall be prescribed by the Executive Committee of the Association.
5. The Congress shall be duly held when more than 2/3 of the summoned delegates are present. Decisions and resolutions of the Congress shall be adopted when more than half of the attending delegates vote in favor.
6. The Congress votes by secret ballot or by the membership card. The regulation of the form of voting shall be decided by the Congress.
For the election of the Executive Committee, the Inspection Committee, and the collection of votes on candidates for inclusion in the electoral list, the Congress shall vote by secret ballot.

Can members of branches affiliated to the Vietnam Journalists Association stand for election as delegates to the Congress?

Pursuant to the provisions of Article 15 of the Charter of the Vietnam Journalists Association enclosed with Decision 375/QD-TTg in 2023 as follows:

Delegates to the National Congress
1. Based on delegate quotas allocated by the Executive Committee, the Journalists' Association of provinces and centrally-run cities; The Union of Branches and branches affiliated to the Vietnam Journalists Association shall elect delegates to the Congress by secret ballot. Members may be sent to the Congress when there are enough votes exceeding half valid of the total number of convened members. Each member may only stand for election, be nominated, and be elected to become a delegate to the Congress of the Association in one constituency. Members who do not live in an organization of the Association have no right to stand for election or attend the Congress.
2. In case of necessity, the Standing Committee of the Vietnam Journalists Association shall appoint official delegates to the National Congress; the number of delegates appointed shall not exceed 3% of the total number of delegates to the Congress.
3. Incumbent members of the Executive Committee are natural delegates to the Congress.
4. During the period from the grassroots Congress to the National Congress of Delegates, if the official delegate violates the law, the Press Law, the Charter of the Association, the Regulations on professional ethics and the rules on using the social networks of Vietnamese journalists, the Sub-Committee on Personnel of the Congress shall submit it to the Standing Committee of the Association for consideration of disqualification. The unit where the dismissed delegate is working may select an alternate delegate to replace him/her. Complaints and denunciations related to the Congress shall not be settled within 30 working days from the date of receipt of the application or letter to the opening date of the Congress.

According to the above provisions, each member may only stand for election, be nominated, and be elected to become a delegate to the Congress of the Association in one constituency. Members who do not live in an organization of the Association have no right to stand for election or attend Congress.
