What are the rights and obligations of individuals awarded the "Artist of Merit" title in Vietnam?

According to Article 6 of Decree 61/2024/ND-CP, the rights and obligations of individuals awarded the "Artist of Merit" title  in Vietnam include:

- Recipients receive a Badge, a Certificate from the President, monetary rewards, and enjoy other benefits as stipulated by law.

- Recipients are obliged to preserve the awarded items; continue to work creatively in culture and arts to produce many valuable films, programs, plays, performances, and cultural art works serving the People.

What are the criteria for consideration for awarding the "Artist of Merit" title in Vietnam?

According to Article 8 of Decree 61/2024/ND-CP, the criteria for consideration for awarding the "Artist of Merit" title in Vietnam are as follows:

The “Artist of Merit” title is awarded to individuals specified in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following standards:

(1) Loyalty to the Homeland; well upholding the policies, rules of the Communist Party, the laws of the State; the charters, rules, and regulations of agencies, organizations, localities.

(2) Good moral character, exemplary in life, dedicated to the profession; possessing outstanding talent in the recognized form, field, or profession of culture and art; reputable in their career; devoted to serving the people, recognized and admired by colleagues and the public.

(3) Having a professional career in culture and arts continuously or cumulatively for 15 years or more, or 10 years or more for circus arts or dance arts.

(4) Meeting one of the following criteria:

- Has at least 02 National Gold awards, including 01 individual National Gold award.

The domestic Gold award of an individual or of films, programs, plays, performances is converted to recognize individual achievements as stipulated in Appendix II of Decree 61/2024/ND-CP.

International awards of individuals or of films, programs, plays, performances are considered and documented by the competent cultural art agency of the Ministry of Culture, Sports, and Tourism for the conversion to recognize individual achievements as stipulated in Appendix II of Decree 61/2024/ND-CP.

- Has at least 01 individual National Gold award and 02 National Silver awards.

The conversion ratio of the National Silver award of individuals or of films, programs, plays, performances is calculated similarly to the conversion ratio of the National Gold award.

- If an individual has no individual National Gold award, they must have at least 03 National Gold awards converted for the individual as stipulated in Appendix II of Decree 61/2024/ND-CP.

- Has at least 02 National Gold awards for music works or photography works.

The domestic Gold award for music works or photography works is converted to individual achievements as stipulated in Appendix II of Decree 61/2024/ND-CP.

International awards for music works or photography works are considered and documented by the competent cultural art agency of the Ministry of Culture, Sports, and Tourism for conversion to recognize individual achievements as stipulated in Appendix II of Decree 61/2024/ND-CP.

- Has outstanding contributions and exceptional artistic talents that do not meet the criteria stipulated in points (a), (b), or (c) Clause 4 Article 8 of Decree 61/2024/ND-CP but are discussed and unanimously proposed by the Council at all levels for the Prime Minister to consider and decide on one of the following specific cases:

The individual is an elderly person as defined in Article 2 of the Elderly Law 2009; has an additional 10 years of professional artistic activity compared to the stipulations in Clause 3 Article 8 of Decree 61/2024/ND-CP; has had many outstanding contributions in the honored form, field, or profession of arts, especially during the period of resistance war;

The individual has an additional 10 years of professional artistic activity compared to the stipulations in Clause 3 Article 8 of Decree 61/2024/ND-CP; has had many outstanding contributions in the honored form, field, or profession of arts; is currently actively participating in professional artistic performance activities serving provincial, city, ministry, and national political tasks;

The individual has an additional 10 years of professional artistic activity compared to the stipulations in Clause 3 Article 8 of Decree 61/2024/ND-CP; has had many outstanding contributions in the honored form, field, or profession of arts; is currently actively participating in professional artistic performance activities in the form of symphonic music, opera, ballet, musical drama;

The individual is a teacher or lecturer at professional culture and arts training schools; has directly trained at least 03 students, including 02 students who won Gold awards and 01 student who won a Silver award at national and international art competitions (International awards of students are considered and certified by the competent agency of the Ministry of Culture, Sports, and Tourism for the recognition of teachers’ and lecturers’ achievements), and currently actively participating in professional artistic performance activities and having many outstanding contributions in the honored form, field, or profession of arts, or has an additional 10 years of professional artistic activity compared to the stipulations in Clause 3 Article 8 of Decree 61/2024/ND-CP, and currently actively participating in professional artistic performance activities serving provincial, city, ministry, and national political tasks.
