Pursuant to Section 2 of the Vietnam National Technical Regulation QCVN 03-01:2022/BNNPTNT on Wood adhesives, the National technical requirements for Wood adhesives are regulated as follows:
TECHNICAL REQUIREMENTS
2.1 Limits for free formaldehyde content
The content of free formaldehyde in Wood adhesives does not exceed 1.4% by mass.
2.2 Determination of free formaldehyde content
2.2.1 The content of free formaldehyde in Wood adhesives is determined according to one of the test methods applicable to each specific group of Wood adhesives specified in TCVN 11569:2016.
2.2.2 The Wood adhesives sample used to determine the free formaldehyde content must be in solution form.
2.2.3 For powdered Wood adhesives, it must be converted to a solution with all components according to the manufacturer's instructions before determining the free formaldehyde content.
2.2.4 With multi-component Wood adhesives, all components must be mixed according to the manufacturer's instructions before determining the free formaldehyde content.
Thus, according to the above regulations, the technical requirements for Wood adhesives are based on the free formaldehyde content in the Wood adhesives.

What are the regulations on labeling and packaging of Wood adhesives according to the Vietnam National Technical Regulations?
Pursuant to subsection 3.2, Section 3 of Vietnam National Technical Regulation QCVN 03-01:2022/BNNPTNT on Wood adhesives, regulations on labeling and packaging of Wood adhesives are as follows:
REGULATIONS ON MANAGEMENT
3.2 Regulations on labeling and packaging
3.2.1 Types of Wood adhesives circulating on the market must be labeled on product packages as prescribed in Clause 1, Article 10 of Decree No. 43/2017/ND-CP dated April 14, 2017 of the Government. Regarding goods labels, it is amended and supplemented in Decree No. 111/2021/ND-CP dated December 9, 2021 and it is mandatory to record the quantity of free formaldehyde in products and goods. In case of not labeling as prescribed, the declaration of conformity must be made according to the provisions of Section 3.1.1.
3.2.2 Types of Wood adhesives when circulating on the market must be packaged completely, not exposed.
Thus, when labeling and packaging Wood adhesives must comply with the above regulations.
What are the responsibilities of organizations and individuals importing, producing and trading Wood adhesives in compliance with the Vietnam National Technical Regulation on Wood adhesives?
Pursuant to subsection 4.1, Section 4, Vietnam National Technical Regulation QCVN 03-01:2022/BNNPTNT on Wood adhesives stipulates as follows:
RESPONSIBILITIES AND ORGANIZATION OF IMPLEMENTATION
4.1 Organizations and individuals that import, produce and trade in Wood adhesives
4.1.1 The regulation conformity certification, declaration of conformity, labeling and packaging must be carried out according to the provisions of Sections 2 and 3 of this Regulation.
4.1.2 Comply with the provisions of Article 16 of Circular No. 28/2012/TT-BKHCN, as amended and supplemented in Circular No. 02/2017/TT-BKHCN.
4.1.3 Take responsibility for the legality of the information provided about Wood adhesives in accordance with the law.
4.1.4 Submit dossiers for announcement of technical-regulation conformity for Wood adhesives products and goods that have been certified with technical-regulation conformity to the Department of Agriculture and Rural Development, where the organization or individual registers their business or household business.
Thus, organizations and individuals importing, producing and trading in Wood adhesives have the above obligations when implementing the Vietnam National Technical Regulations on Wood adhesives.
