Pursuant to Section II, Resolution 27-NQ/TW in 2022, viewpoints on continuing to build and perfect the law-governed State of the Socialist Republic of Vietnam in the new period:
- Be consistent, apply and creatively develop Marxism-Leninism and Ho Chi Minh's thought; be consistent to national independence and socialism; be consistent in guidelines of renewal and ensure the leadership and ruling of the Party.
Master and sucessfully handle relationships between the Leading Party, the managing State and the onwing People; between the state, the market and society; between practicing socialist democracy and strengthening the rule of law and ensuring social discipline.
Continue to build and perfect the the law-governed State of the Socialist Republic of Vietnam of the people, by the people and for the people under the leadership of the Party that is the key task of reforming the political system; always be placed in the overall work of building and correcting the Party and a clean and strong political system; promote the power of national unity, mobilize the participation of the whole political system with high determination, great efforts, drastic, persevere and effective actions; successfully carry out the building and protecting the Fatherland for the goal of wealthy people, strong nation, democracy, equality, and civilization.
- Consistently implement the principle that all state power belongs to the People, promote the people's mastery in the law-governed State; State power is unified, with clear assignment, close coordination and effective control among state agencies in the exercise of legislative, executive and judicial powers under the supervision of the People.
- Ensure the rule of law and the Constitution. The law-governed State of the Socialist Republic of Vietnam organizes and operates in accordance with the Constitution and laws, manages society by the Constitution and laws, and attaches importance to education and raises socialist morality; timely and fully institutionalize and organize the effective implementation of the Party's guidelines and policies; takes people as the center, goals, subjects and motivations for national development; The State respects, ensures and protects human rights and citizens' rights.

Pursuant to subsection 2, Section III of Resolution 27-NQ/TW in 2022, the key objectives to continue building and perfecting the law-governed State of the Socialist Republic of Vietnam in the new period are as follows:
- Improve the legal system and the mechanism for organizing the implementation of the law strictly and consistently; ensure the rule of law and the Constitution; improve the quality of legal human resources.
- Improve the mechanism of controlling state power, promote the prevention and combat of corruption and negativity; continue to promote administrative reforms, strengthen decentralization, clarify functions, tasks and powers of organizations and individuals in the state apparatus in tandem with improving implementation capacity; build a lean, effective and efficient state apparatus organization.
- Promote judicial reform, ensuring the independence of courts according to their jurisdiction, independent judges and juries and complying with the law.
What are solutions and tasks for continuing to build and perfecting the law-governed State of the Socialist Republic of Vietnam in the new period?
According to Resolution 27-NQ/TW in 2022, the Central Committee has proposed 10 solutions to continue building and perfecting the law-governed State of the Socialist Republic of Vietnam in the new period as follows:
- Promote propaganda, dissemination, education and awareness raising of the law-governed State of the Socialist Republic of Vietnam

- Continue to renovate the organization and operation of the Government and local authorities; build a state administration to serve the people under professionalism, rule of law, modernity, effectiveness and efficiency
- Build a professional, modern, fair, strict, integrity judiciary, serving the Fatherland and serving the People
- Improve the mechanism for controlling state power; promote the prevention and combat of corruption and negativity
- Strengthen and proactively integrate into the world to meet the requirements of building and perfecting the socialist rule-of-law State of Vietnam, build and protect the Fatherland in the new situation
- Strengthen the leadership of the Party, promote the role of the Vietnam Fatherland Front and the people in building and perfecting the law-governed State of the Socialist Republic of Vietnam.
