Ho Chi Minh City Public Service Portal connects and provides information on administrative procedures and online public services; supports the implementation, supervision, and evaluation of the settlement of administrative procedures and online public services and receives and handles complaints and petitions made by individuals and organizations nationwide.

The steps are as follows:
Step 1. Sign up, log in to your account
The applicant accesses the Ho Chi Minh City public service portal at the address (domain name: https://dichvucong.hochiminhcity.gov.vn, selects "register" and fills in the information as instructed (note: section * is required) to create an account.
The online public service portal announces the initial access account via email or message at the phone number registered by the applicant.
The applicant uses an account granted to perform online public services on the Public Service Portal; the applicant may modify and supplement the profile information to ensure safety and confidentiality.
Step 2. Submit the online application
After logging into the Public Service Portal system (abbreviated as the System), the applicant searches for the agency to apply, the level of public service, and the level of procedures and selects the administrative field to be carried out, then click "Search".
Then proceed to submit the application as follows:
- Declare electronic forms and declarations provided
- Upload valid electronic papers and documents or reference documents from electronic data management warehouses of organizations and individuals.
- Sign digital signatures on electronic forms, declarations, papers, and documents if required.
- Submit documents according to the instructions of the Public Service Portal system.
Step 3. Get results
- For level 3 online public services, the applicant shall go to provincial-level Public Administration Service Centers, district-level and commune-level single-window sections (hereinafter collectively referred to as single-window sections at all levels) to receive results or via public postal services. The payment of fees and charges (if any) shall be made directly or other payment channels as prescribed.
- For level 4 online public services, the applicant shall receive results online via email, directly at the single-window section at all levels, or through public postal services if needed. The payment of fees and charges (if any) is made via the province's online payment platform.

Under the provisions of Article 11 of Decree 42/2022/ND-CP, every regulatory body shall provide online public services at 02 levels as follows:
- Wholly online public service, which is a service making sure that all information about administrative procedures is provided and administrative procedures are processed and handled online. Results are returned online or via the public postal service.
- Partially online public service, which is an online public service failing to satisfy the conditions specified above.
Regulatory bodies shall apply information technology and digital technology to the maximum in the process of providing and processing online public services, except for cases where service users are required to be present at a regulatory body or the regulatory body has to conduct on-site verification by regulations of law.

The technical requirements for provision of online public services in Vietnam are specified in Article 14 of Decree 42/2022/ND-CP as follows:
- The design, development and provision of online public services must comply with technical regulations applicable to information systems providing online public services, and meet the demands of organizations and individuals, support people with disabilities in accessing and using information and communications services and products.
- An online public service system must have a friendly, safe, secure, easy-to-use and user-targeted interface.
- Software intended for providing online public services shall be run as services for easy replication and customization, requiring little technological capacity.
