What are the compulsory fees for Vietnamese students at the beginning of the 2023-2024 academic year?

According to the current regulations, the compulsory fees at the beginning of the school year for students include the following:

1. Tuition (Clause 3, Article 9 of Decree 81/2021/ND-CP):

Accordingly, the tuition framework starting from the academic year 2023-2024 is determined by the Provincial People's Council and adjusted based on the following factors:

- Proportionate to the local socio-economic conditions.

- Rate of increase in the consumer price index.

- Annual economic growth rate.

- People's ability to pay, but not exceeding 7.5% per year.

Based on the tuition fee framework, the Provincial People's Committee submits to the Provincial People's Council to decide on the specific tuition fee rates, but not exceeding the prescribed ceiling.

For areas with a high level of socialization, based on the state's education development policies and the actual situation of the locality, the Provincial People's Committee submits to the Provincial People's Council for consideration and decision on the tuition fee framework or specific tuition fee rates for public preschool and general education institutions.

(2) Health insurance:

Students are eligible for health insurance, and the state budget supports a minimum of 30% of the health insurance premium. Accordingly, the monthly health insurance premium for students is equal to 4.5% of the statutory pay rate.

Therefore, the monthly health insurance premium for students is 81,000 VND/month (excluding the support from the state budget).

The current statutory pay rate is 1,800,000 VND/month (applicable from July 1, 2023, according to Article 3 of Decree 24/2023/ND-CP).

(Pursuant to the provisions of Article 4; Point dd, Clause 1, Article 7; Point c, Clause 1, Article 8, Decree 146/2018/ND-CP)

(3) Fees for extra classes (Article 7 Regulations issued together with Circular 17/2012/TT-BGDDT)

The fees for extra classes shall be agreed by the students’ parents and the institution.

The fees for extra classes shall be collected to pay:

- Remuneration for teachers who are taking or monitoring extra classes of the institution.

- Bills for electricity, water and facility repair that serve the extra classes.

In addition to the above-mentioned fees, each school may have other annual fees for students, for example, according to Decision 51/2013/QD-UBND of the People's Committee of Hanoi, applicable to public general education institutions in Hanoi.

In addition, according to the provisions of Article 15 of Decree 81/2021/ND-CP, students in the following cases will be exempted from tuition (applies to students studying at public schools):

- Individuals mentioned under Ordinance on benefits for people with meritorious services to the revolution 2020 when studying in education institutions affiliated to national education system.

- Students with disabilities.

- Students under 16 years of age lacking any care.

- Students of formal education, learners in continuous education facilities pursuing formal education program whose parent or parents or grandparents (if living with grandparents) are poor households

- Students of formal education, and learners in continuous education facilities pursuing formal education program who are foster children or biological children of active servicemen and soldiers according to Clause 2 Article 6 of Decree 27/2016/ND-CP.

- Students in lower secondary education in particularly difficult hamlets, communes in category III areas with ethnic minorities in mountainous regions, communes with particular difficulty in coastal areas, and islands according to regulations of competent authority are eligible for exemption from tuition from the school year of 2022 – 2023 (starting from September 1, 2022). Other lower secondary education students shall be exempted from tuition for the school year of 2025 - 2026.

- Students pursuing education via special admission (including students pursuing boarding vocational education under special admission method for 3 months or higher) according to regulations of the Government on special admission to higher education institutions and vocational education institutions affiliated to national education system.

- Students in secondary boarding schools for ethnic minorities, pre-universities.

- Students in vocation education institutions and higher education institutions, ethnic minorities whose parent, parents, or grandparents (if living with grandparents) in poor households or near-poor households.

- Students, higher education students, and researchers specialized in tuberculosis, leprosy, psychology, forensic examination, psychology examination, and autopsy in public medical personnel training facilities as per order of the Government.

- Students from ethnic minority groups include the following ethnicities: Cong, Mang, Pu Peo, Si La, Co Lao, Bo Y, La Ha, Ngai, Chut, O Du, Brau, Ro Mam, Lo Lo, Lu, Pa Then, La Hu.

What are principles for formulation of provincial academic year schedules in Vietnam?

* The provincial academic year schedule must ensure the number of instructional weeks:

* Public holidays and festivals are observed according to the regulations of the Labor Code and annual guiding documents.

* The annual leave of teachers is scheduled during the summer break or can be arranged intermittently during other times of the year to align with the specific characteristics and academic year schedule of each province.

* The academic year schedule needs to ensure synchronization among different levels of education within a residential area, especially in schools with multiple levels of education.
