From July 1, 2024, 03 new payrolls applicable to the armed forces will have 02 additional allowances, based on the provisions in subsection 3 of Section II of Resolution 27-NQ/TW in 2018 as follows:

d) Rearrange the current allowance regimes, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary fund.
- Continue applying multi-position allowances , extra seniority allowances beyond the salary scale, region-based allowances, responsibility allowances, mobility allowances, security and defense service allowances, and special allowances for the armed forces (military, police, and cipher officiers).
- Merge profession-based allowances, responsibility-based allowances, and hazardous and dangerous allowances (collectively referred to as profession-based allowances) for officials and public employees in professions and occupations with higher labor conditions than normal and appropriate preferential policies of the state (education and training, healthcare, judiciary, prosecution, civil execution, inspection, auditing, customs, forestry, market management, etc.). Merge special allowances, attraction allowances, and long-term service allowances in economically and socially difficult areas into allowances for service in extremely disadvantaged areas.
- Annul seniority allowances (except for the armed forces to maintain salary ratios with officials), leadership position allowances (as salary ranks are determined by leadership positions), party and political organization service allowances, and official duty allowances (as they have been included in the base salary). Annul hazardous and dangerous allowances (as labor conditions with hazardous and dangerous factors have been included in profession-based allowances).
- Issue new regulations on allowance regimes classified by administrative units at the commune, district, and provincial levels.

Thus, the current allowance regimes will be rearranged, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary fund. Pursuant to Resolution 27-NQ/TW in 2018, the construction and issuance of new payrolls will be based on job positions, titles, and leadership positions to replace the current new payrolls system. The transition from old to new salaries will be ensured, guaranteeing that they are not lower than the current salary.

For the armed forces, 03 new payrolls will be formulated as follows:

- 1 new payroll applicable to military officers, police officers, and non-commissioned police officers (based on ranks or titles)

- 1 new payroll applicable to professional servicemen, technical police officers

- 1 new payroll for defense workers, police officers (ensuring the salary ratio of the armed forces compared to administrative officials as it is currently).

From 01/7/2024, the current statutory pay rate and salary coefficient shall be annulled; The base salary will be constructed based on specific amounts in the new payrolls, and the salary structure of the current armed forces when implementing salary reform will include:

- Basic salary (accounting for about 70% of the total salary fund)

- Allowances (accounting for about 30% of the total salary fund)

- Additional bonuses (bonus fund equivalent to about 10% of the total salary fund for the year, excluding allowances).
