Pursuant to Clause 1, Article 2 of Resolution 58/2022/QH15, the objectives of the Khanh Hoa - Buon Ma Thuot expressway construction investment project have been set as follows:
“Article 2
1. Objectives:
Project investment aims to form a horizontal axis connecting the Central Highlands with the South Central Coast, connect with vertical axes, effectively promoting investment projects, connect economic centers and seaports, meet transportation needs; create space, drive force and space for development in the Central Highlands and South Central Coast with a synchronous and modern technical and social infrastructure system; contribute to ensuring national defense and security, poverty reduction; improve the competitiveness of the economy, step by step successfully implement the socio-economic development goals and tasks of the country according to the Resolution of the 13th National Congress of the Communist Party of Vietnam.
Accordingly, the goal of building the Khanh Hoa - Buon Ma Thuot expressway is to form a horizontal axis connecting the Central Highlands with the South Central region, connecting seaports, economic centers and meeting demand. about transportation.

Pursuant to Clauses 2 and 3, Article 2 of Resolution 58/2022/QH15, which stipulates the investment scale and technology used in the investment project to build the Khanh Hoa - Buon Ma Thuot expressway as follows:

2. Scope, scale and form of investment:
Invest about 117.5 km, divided into 03 component projects in the form of public investment; The investment scale of each component project is determined in the Appendix attached to this Resolution.
3. Technology:
The project applies advanced and modern technologies, ensuring safety, synchronization, quality and efficiency requirements. Encourage the application of high technology in construction organization and climate change adaptation. Implement the form of automatic toll collection without stopping in exploitation and operation.”
Accordingly, the Khanh Hoa - Buon Ma Thuot expressway is expected to have a total construction length of 117.5 km and use advanced and modern technologies to ensure the requirements of safety, synchronization, quality and efficiency of the construction of this expressway.

Pursuant to Clauses 4 and 5 of Resolution 58/2022/QH15 stipulating as follows:
“Article 2

4. Demand for land use and plans for compensation, support and resettlement:
Preliminary land use demand of the Project is about 938.54 ha, of which: land for two crops is about 133.46 ha, other agricultural land is about 202.64 ha, residential land is about 29.47 ha, cultivated land is about 202.64 ha, about 48.52 ha of perennial crops, about 437.57 ha of production forest land, about 33.61 ha of protection forest land, and about 53.27 ha of other land. Site clearance for the entire route once according to the planned scale.
5. Preliminary total investment and capital sources:
Preliminary total investment of the project is 21,935 billion VND (twenty one thousand, nine hundred and thirty five billion dong), of which:
a) State budget capital in the 2021 - 2025 period is VND 15,096 billion (fifteen thousand, not hundred and ninety-six billion dong), including:
- Central budget capital is 13,831 billion dong (thirteen thousand, eight hundred and thirty one billion dong), of which: 6,539 billion dong (six thousand, five hundred and thirty-nine billion dong) capital of the central budget in Medium-term public investment plan for the period of 2021 - 2025; VND 572 billion (five hundred and seventy-two billion dong) from the review and rearrangement of the medium-term public investment plan for the period 2021 - 2025 of the Ministry of Transport; VND 2,320 billion (two thousand, three hundred and twenty billion dong) of state budget capital for development investment according to Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies currency to support the program of socio-economic recovery and development and VND 4,400 billion (four thousand, four hundred billion dong) sources of revenue increase, reduction and savings in central budget expenditure in 2021;
- Local budget capital is 1,265 billion VND (one thousand, two hundred and sixty five billion VND), of which: Dak Lak province is 916.5 billion VND (nine hundred sixteen billion, five hundred million VND) and province Khanh Hoa is 348.5 billion dong (three hundred and forty eight billion, five hundred million dong).
b) The capital from the central budget for the period 2026 - 2030 is VND 6,839 billion (six thousand, eight hundred and thirty-nine billion VND).”
Accordingly, the construction investment project of Khanh Hoa - Buon Ma Thuot expressway is expected to use about 938.54 hectares of land of all kinds and the total estimated capital for this expressway is about 21,935 billion VND.
Will Khanh Hoa – Buon Ma Thuot expressway be put into use in 2027?
Pursuant to Clause 6, Article 2 of Resolution 58/2022/QH15 stipulating the progress of the Khanh Hoa - Buon Ma Thuot expressway project as follows:
“Article 2

6. Implementation progress:
Prepare for investment and implementation of the Project from 2022, basically complete some sections of the route with high traffic by 2025, basically complete the entire route in 2026 and put into operation synchronously the whole project in 2027.”
According to the above progress, by 2027, the construction of Khanh Hoa - Buon Ma Thuot expressway will be completed and put into use.
