Who is eligible to be awarded Gold Star Orders in Vietnam?
According to the provisions at Article 34 of the Law on Emulation and Commendation 2022, the Gold Star Order is the highest decoration in Vietnam. Those eligible to receive the Gold Star Order include:
(1) The "Gold Star Order" shall be awarded or posthumously awarded to individuals who comply with guidelines of the CPV and policies and laws of the State in a good manner and satisfy at least one of the following criteria:
- Have great and exceptionally outstanding meritorious services in the revolutionary cause of the CPV and the nation;
- Have great and exceptionally outstanding meritorious services to Vietnam in one of the following fields: politics, economy, society, culture, art, science, technology, national defense, security, foreign affairs, or other fields.
(2) The “Gold Star Order” shall be awarded to Ministries, departments, central or provincial authorities, and agencies of the National Assembly of Vietnam that satisfy the following criteria:
- Have been awarded the “Ho Chi Minh Order” and have many exceptionally outstanding achievements for at least 25 consecutive years at the time of applying for the "Gold Star Order", have wide influence scope and new and typical for the whole country to learn;
- Have long-lasting traditions, great meritorious services in the revolutionary cause of the CPV and the nation; have internal unification and healthy and pure CPV organizations and unions.
(3) The "Gold Star Order" shall be awarded to military regions, corps, services, armies, general departments, and equivalences of the Ministry of National Defense of Vietnam, the force system of the People’s Public Security, general departments, and equivalences of Ministries, departments, and central authorities that satisfy the following criteria:
- Have been awarded the “Ho Chi Minh Order” and have many exceptionally outstanding achievements after the award of such order for at least 25 consecutive years at the time of applying for the "Gold Star Order", have wide influence scope and new and typical for the whole country to learn;
- Have long-lasting traditions, great meritorious services in the revolutionary cause of the CPV and the nation; have internal unification and healthy and pure CPV organizations and unions.
(4) The “Gold Star Order” shall be awarded to foreign heads of state who contribute great meritorious services to the Socialist Republic of Vietnam recognized and proposed by Ministries, departments, or central authorities.

Individuals must comply with the guidelines of the CPV and policies and laws of the State in a good manner and satisfy at least one of the two standards specified above to be awarded or posthumously awarded the Gold Star Order.
What is the bonus amount applicable to the Gold Star Order in Vietnam?
According to Article 55 of Decree 98/2023/ND-CP, the bonus amount applicable to the Gold Star Order in Vietnam is prescribed as follows:
Bonuses for Orders of all types
1. Individuals eligible for the award or posthumous award of Orders of all types shall be awarded Diplomas, frames, and Orders enclosed with the following bonuses:
a) Gold Star Order: 46,0 times the statutory pay rate;
b) Ho Chi Minh Order: 30,5 times the statutory pay rate;
c) First-Class Independence Order and First-Class Military Exploit Order: 15,0 times the statutory pay rate;
d) Second-Class Independence Order and Second-Class Military Exploit Order: 12,5 times the statutory pay rate;
dd) Third-Class Independence Order and Third-Class Military Exploit Order: 10,5 times the statutory pay rate;
e) First-Class Labor Order, First-Class Feat Order, and First-Class Fatherland Defense Order: 9,0 times the statutory pay rate;
g) Second-Class Labor Order, Second-Class Feat Order, Second-Class Fatherland Defense Order, and Great National Unity Order: 7,5 times the statutory pay rate;
h) Third-Class Labor Order, Third-Class Feat Order, Third-Class Fatherland Defense Order, and Great Bravery Order: 4,5 times the statutory pay rate.
2. Collectives eligible for Orders of all types shall be awarded Diplomas, frames, and Orders enclosed with bonuses equivalent to 2 times the bonuses for individuals prescribed in Clause 1 of this Article.
Thus, the bonus amount applicable to the Gold Star Order in Vietnam is 46.0 times the statutory pay rate for individuals. For collectives, the bonus amount applicable to the Gold Star Order is twice the bonus amount for individuals.
The current statutory pay rate is 2,340,000 VND per month (According to Decree 73/2024/ND-CP).
