Pursuant to Article 6 of Circular 28/2022/TT-BGTVT as follows:
Information system on vehicle register data
1. information system on vehicle register data means an information technology system consisting of information technology infrastructure, software and vehicle register database.
2. Roles and functions of the information system on vehicle register data
a/ Generally manage vehicle register data nationwide;
b/ Provide functions to support the creation, updating, connection and sharing of vehicle register data.
3. Agency managing vehicle register data and unit creating and updating vehicle register data shall ensure:
a) Information systems and network connection infrastructure that are suitable for creating, updating, managing, connecting and sharing vehicle register data;
b) Tools and measures to protect data and authenticate data in connecting and sharing vehicle register data;
c/ Other technical conditions and resources for creation, updating, connection and sharing of vehicle register data.
Accordingly, information system on vehicle register data means an information technology system consisting of information technology infrastructure, software and vehicle register database with important roles as follows:
- Generally manage vehicle register data nationwide;
- Provide functions to support the creation, updating, connection and sharing of vehicle register data.
Who has the right to share vehicle register data in Vietnam?
Pursuant to Clause 1, Article 9 of Circular 28/2022/TT-BGTVT stipulating as follows:
Subjects, methods of connecting and sharing vehicle register data
1. Agency managing vehicle register data shall connect and share vehicle register data to serve the state management into the shared database of the Ministry of Transport.
According to the above provisions, the agency managing vehicle register data shall connect and share vehicle register data to serve the state management into the shared database of the Ministry of Transport.
Specifically, the agency managing vehicle register data, the Vietnam Register, will be the responsible entity and the right to share vehicle register data.

- Agencies serving the state management;

Data sharing methods include:

What are the responsibilities of the Vietnam Register in managing vehicle register data?
Pursuant to Article 12 of Circular 28/2022/TT-BGTVT, the responsibilities of the Vietnam Register in managing vehicle register data are as follows:
- Building, maintaining, upgrading, managing and operating the information system on vehicle register data.
- Setting up category data in the vehicle register database.
- Professionally training for organizations and individuals to create, update, maintain and manage vehicle register databases.
- Checking the creation, updating, connection and sharing of vehicle register data.
- Receiving and solving problems arising in the process of connecting, sharing and using vehicle register data.
- Suspending and terminating the sharing and connection of vehicle register data as prescribed in Article 11 of this Circular.
Circular 28/2022/TT-BGTVT will take effect from February 1, 2023.
