Recently, on July 18, 2023, Deputy Prime Minister Tran Hong Ha just signed Decision 861/QD-TTg in 2023 on approval for national planning for development of infrastructure for reserve and supply of petrol, oil and gas products in Vietnam for the period of 2021-2030, with a vision to 2050.

In Clause 1, Section IX, Decision 861/QD-TTg in 2023 emphasized:
Regarding mechanisms and policies
- Complete mechanisms and policies on petrol, oil and gas products in order to promote investment in development of infrastructure for reserve and supply (mainly private investment), thereby contributing to assurance about energy security.
- Prioritize the utilization of land and water surface for development of infrastructure for reserve and supply of petrol, oil and gas products under the planning.
- Formulate, issue and complete appropriate mechanisms and policies to well perform tasks of national reserve; formulate mechanisms and policies to encourage enterprises in performing tasks of national reserve.
- Study and complete financial mechanisms and policies for projects on investment in depots for national petrol and oil reserves funded by state budget.
- Study, amend and update legal documents in accordance with international practices and development of Vietnam in the context of extensive international integration.
- Study, amend, formulate and issue standards, economic and technical norms on petrol, oil and gas products from national reserve; complete legal policies on management, supervision, administration and regulation of the use of petrol, oil and gas products from national reserve.

In Clauses 2 and 3, Section IX, Article 1, Decision 861/QD-TTg in 2023 requires:
*Regarding land use
Use land in an effective and economical manner, protect ecological environment, and effectively protect the area of rice cultivation land, protection forest land, special-use forest land and production forest land (natural forests, nature conservation zones and biodiversity conservation areas).
*Regarding investment capital
- Allocate state budget to fulfil objectives for national reserve of petrol, oil, crude oil, and gas products.
- Diversify investment forms and promote investment to attract domestic and foreign investors to development of infrastructure for reserve and supply of petrol, oil and gas products.
- Promote capital restructuring and deinvest state-owned oil and gas enterprises; settle enterprises reporting losses and projects behind schedule; provide capital for projects with high economic efficiency.
- Diversify lending forms, including bank credit, export credit, Government’s concessional credit, and domestic and international bond issuance.
What are the solutions on science and technology for national planning for development of infrastructure for reserve and supply of petrol, oil and gas products for the period of 2021-2030, with a vision to 2050?
In Clause 4 and Clause 5, Section IX, Decision 861/QD-TTg in 2023 has implemented the following content:
*Regarding science and technology
- Develop and issue a system of regulations/standards for LNG products/infrastructure (ports, pipelines, ships, barges and vehicles). Review and supplement national regulations/standards on construction of infrastructure for reserve and supply of petrol, oil and gas products.
- Promote research, application and transfer of technology in order to master technology for the system for reserving and supplying petrol, oil and gas products, thereby serving sustainable development and protecting natural resources and environment.
- Strongly and synchronously implement measures for digital transformation and develop monitoring systems using Internet of Things, cloud computing, artificial intelligence and blockchain for management and operation of infrastructure for supply of petrol, oil and gas products in order to take advantage of advances of the fourth industrial revolution for enhancement of the effectiveness of management and control of environmental pollution and fire safety and firefighting.
*Regarding environment and fire safety
- Strictly control circulation of petrol, oil and gas products from the stage of import to the process of reserve at depots and supply of products for consumption. Strictly comply with procedures and regulations on fire prevention and fighting, oil spill response and environmental protection. Amend environmental standards to be consistent with Vietnam's environmental standards; develop long-term environmental objectives in conformity with environmental standards of Vietnam, the region and the world.
- Adopt solutions to natural disaster prevention and control, response to climate change and fire safety from the process of design and construction of infrastructure for reserve and supply of petrol, oil and gas products.
- Minimize the development of infrastructure for reserve and supply of petrol, oil and gas products at areas that are at risk of affecting natural forests, nature conservation zones, biodiversity conservation areas, natural heritage, relics and cultural heritage that have been ranked in conformity with the national environmental protection zoning.
- Strengthen dissemination and education about knowledge of fire safety and firefighting and environmental protection to all employees.
