(1) Direct the National Drug Concentration Procurement Center and its affiliated units to speed up the bidding progress for drugs on the list of drugs on the national list of drugs with the price negotiation.

"Article 18.- Provisions on self-organizing selection of contractors for drugs on the list of drugs under concentrated bidding and the list of drugs for price negotiation of medical establishments

1. Medical establishments may organize by themselves the selection of contractors for drugs on the List of drugs under concentrated bidding, the List of drugs for price negotiation and must ensure that the quantity and time must not exceed the use demand. within 12 months (from the date on which the concentrated procurement unit gives written notice) when falling into one of the following cases:

a) The medical establishment wishes to use drugs on the List of drugs under concentrated bidding, the List of drugs for price negotiation but no results of concentrated contractor selection are available or results of price negotiation have been announced;

b) Drugs on the List of drugs under concentrated bidding, the List of drugs for price negotiation for which the supply contract has been signed but the successful bidder cannot supply the drug and there is a notice from the concentrated procurement unit of the establishment. the health care workers are allowed to organize by themselves the selection of contractors to ensure the supply of drugs for the medical examination and treatment;

c) The medical facility has used up the amount of drugs allocated in the framework agreement and exceeds the regulatory capacity specified in Clause 5, Article 37, Clause 13, Article 40, and Clause 12, Article 41 of this Circular;

d) The medical establishment is established after completing the synthesis of drug purchasing needs, which exceed the regulatory capacity of the National Drug Shopping Center and the local concentrated drug procurement unit. "
