National technical regulation of Vietnam on electrical safety when building electricity works?
Pursuant to Section IV.II of Circular 39/2020/TT-BCT stipulating safety technical regulations when building electricity works:
- The work of digging column foundation and cable trench
+ When digging column foundation, cable trench, the working unit must apply appropriate measures to avoid landslides.
+ The working unit must take appropriate measures to prevent people from falling into the pit, such as setting up barriers, warning lights and arranging guards when necessary.
+ Before digging pits, the working unit must identify underground works under or near the excavation and take appropriate measures to avoid accidents or damage to these works. If detecting unexpected underground works or damaged underground works, the working unit must stop work and report to the responsible person. In case underground works are damaged causing accidents, the working unit must apply appropriate measures to prevent further accidents and immediately notify relevant organizations.
- Distance when digging
+ When digging, construction vehicles such as cars, excavators, etc. must be at least 01 (one) m away from the power cable; means of digging earth by vibration method must be at least 05 (five) m from the cable line.
+ When digging the ground right on the power cable line, the first thing to do is to test the cable line to determine the placement and depth of the cable under the supervision of the operator. When digging to a depth that is still 0.40 m from the cable line, a shovel must be used to continue digging.
- Building and lowering columns
+ It is forbidden to place traction vehicles to erect poles right under the operating high-voltage transmission line conductors.
+ The traction cable and the brake cable must be arranged so that when the cable is turned on or broken, it cannot be thrown towards the operating line, the minimum distance allowed from the traction and braking cables to the live conductors as follow:
+ Only use ropes as anchoring ropes towards the operating line, the minimum permissible distance from the rope to the live conductor is as follows:
If the ligament is in danger of moving closer to the live conductor with a distance smaller than that specified above (due to the wire being broken, the anchor being turned, etc.), the reverse ligament must be used to pull it back.
+ When lifting poles, the following parts must be grounded:
The body of the winch lifts the column, stops the column.
All metal ligatures if the pole is erected of iron.
+ When erecting or lowering columns, necessary measures must be taken to avoid tilting or tipping columns.
+ When erecting and lowering poles close to power lines, appropriate measures must be taken to prevent accidents due to violation of the safe distance according to the voltage level of the line.

Pursuant to Section IV.I of Circular 39/2020/TT-BCT stipulating the use of safety and labor protection equipment:
Requirements for use
- All employees of the working unit must properly and fully use safety equipment and labor protection in accordance with the assigned work. The direct commander is responsible for inspecting the use of safety and labor protection equipment by the employees of the working unit.
- When the work is done near the line with voltage of 220 kV or more and there is a possibility of electric shock due to inductive electrification, the employees of the working unit must be equipped with specialized protective equipment.
Checking safety equipment and labor protection
- Electrical safety tools and equipment must meet the standards of testing and use.
- Safety and labor protection equipment must be inspected, tested and preserved according to the manufacturer's regulations and current legal regulations.
Daily check
- Before using safety and labor protection equipment, the user must check and only use it when it is certain that the equipment meets the requirements.
- After use, safety and labor protection equipment must be cleaned, dried and stored according to regulations. If detecting abnormal signs of safety and labor protection equipment, it must be reported to the manager.
Use tools and equipment when working with electricity
It is strictly forbidden to carry out electrical repair work without tools and equipment to ensure safety.
Periodic inspection and maintenance of tools and equipment for electrical repair work
Tools and equipment for electrical repair work must be periodically checked according to standards and maintained and preserved according to regulations.
- Prohibit the use of tools, safety and labor protection equipment for repair work with electricity past the inspection time limit, expired or showing abnormal signs.
Transport tools, safety equipment and labor protection
- Tools and equipment for safety and labor protection must be stored in specialized packages to avoid damage, deformation, oil, dirt, moisture during transportation.
How should people working with electricity in the area ensure a safe distance according to Vietnamese regulations?
Pursuant to subsection 13, Section II.II of Circular 39/2020/TT-BCT stipulates the safe distance when working in an area with electricity as follows:
- When there is no temporary barrier, the electrical safety distance is not less than specified in the following table:
- When there is a temporary barrier, the safe distance from the barrier to the live part is not less than specified in the following table:
- If the distance specified in Clause 13.1 cannot be ensured or the barrier specified in Clause 13.2 cannot be placed, the power must be cut off to work.
