Procedures for redoing motorcycle license plates in 2022 in Vietnam?

Pursuant to Clause 3, Article 11 of Circular 58/2020/TT-BCA stipulating the application procedure for the exchange and re-grant of license plates is:

The vehicle owner shall submit the documents specified in Article 7, Article 9 of this Circular, license plate (in case of license plate change).

Step 1: Prepare documents

Those who wish to apply for a license plate re-issue should prepare the following documents:

- Vehicle registration certificate according to form 01;

- Documents of the vehicle owner;

+ Owner is Vietnamese: Identity card/Citizen ID/Household book;

+ Armed Forces: Identity card of the People's Police or People's Army or certification of the head of the agency or unit working from the regiment, division, district police level or equivalent or higher;

+ Vehicle owner is a Vietnamese residing abroad to live and work in Vietnam: Temporary residence book/Household book or Passport (still valid);

+ The car owner is a foreigner: A letter of introduction from the State Protocol Department or the Department of Foreign Affairs and present Diplomatic ID card or official ID card (still valid); Visa valid for 01 year or more or other valid documents in lieu of visa;

+ The vehicle owner is an agency or organization: the citizen's identity card or the people's identity card of the person who comes to register the vehicle; Military enterprise vehicles must have a letter of introduction signed and stamped by the head of the Department of Motor Vehicles, Ministry of National Defense; A letter of introduction from the State Protocol Department or the Department of Foreign Affairs and presentation of the Diplomatic Identity Card or the Official ID Card (valid for use) of the person who came to register the vehicle.

Step 2: Submit your application

Vehicles are granted registration, and license plates at any agency, that agency is responsible for the re-issue of license plates due to loss.

Citizens can apply directly at the headquarters of the Traffic Police Department of the province or centrally run city/vehicle registration points of the Division or the district police/vehicle registration points of the police department. District.

Step 3: Get the license plate reissued

Pursuant to Clause 2, Article 17 of Decree 100/2019/ND-CP (amended by point m, Clause 34, Article 2 of Decree 123/2021/ND-CP) stipulates penalties for the following acts:

“Article 17. Offences committed by operators of motor vehicles and the like within the port land area
1. A fine ranging from VND 800,000 to VND 1,000,000 shall be imposed for operating a motor vehicle and the like in excess of the speed limit by 05 km/h to less than 10 km/h.
2. A fine ranging from VND 3,000,000 to VND 5,000,000 shall be imposed for operating a motor vehicle and the like in excess of the speed limit by 10 km/h to 20 km/h.
3. A fine ranging from VND 6,000,000 to VND 8,000,000 shall be imposed upon an operator of a motor vehicle and the like for any of the following offences:
a) Operating the motor vehicle and the like in excess of the speed limit by more than 20 km/h to 35 km/h;
b) Operating the motor vehicle and the like while BAC does not exceed 50 mg per 100 ml of blood or BrAC does not exceed 0.25 mg per liter of breath.
4. A fine ranging from VND 10,000,000 to VND 12,000,000 shall be imposed for operating a motor vehicle and the like in excess of the speed limit by > 35 km/h.
5. A fine ranging from VND 16,000,000 to VND 18,000,000 shall be imposed for operating a motor vehicle and the like while BAC exceeds 50 - 80 mg per 100 ml of blood or BrAC exceeds 0.25 - 0.4 mg per liter of breath.
6. A fine ranging from VND 30,000,000 to VND 40,000,000 shall be imposed for operating a motor vehicle and the like while BAC exceeds 80 mg per 100 ml of blood or BrAC exceeds 0.4 mg per liter of breath.
7. Additional penalties:
a) Suspend the driver’s license for 01 - 03 months if the offence specified in clause 2 of this Article is committed;
b) Suspend the driver’s license for 02 - 04 months if any of the offences specified in point a clause 3, clause 4 of this Article is committed;
c) Suspend the driver’s license for 10 - 12 months if the offence specified in point b clause 3 of this Article is committed;
d) Suspend the driver’s license for 16 - 18 months if the offence specified in clause 5 of this Article is committed;
dd) Suspend the driver’s license for 22 - 24 months if the offence specified in clause 6 of this Article is committed.”
