What are the conditions of raising the salary level beforehand for civil servants and public employees in the people's armed forces in Vietnam?

Pursuant to the provisions of Clause 1, Article 11 of the Regulation promulgated together with Decision 51/QD-LDTBXH in 2014 stipulating the conditions for raising the salary level ahead of time for civil servants and public employees in the people's armed forces in 2022 include:

- Satisfying the criteria specified in Clause 2, Article 5 of this Regulation.

- Making excellent achievements in performing tasks recognized in writing by competent authorities, meeting the standards of achievement levels as prescribed and the year of consideration for salary increase before the deadline must achieve the title of emulation soldiers at the grassroots level and above. For leaders of units (including heads and deputy heads of units), in addition to the above conditions, the unit must also successfully complete tasks and be recognized as an "Excellent Labor Collective" by the Ministry or more in the year of consideration for salary increase before the deadline.

Emulation titles and forms of commendation for consideration of raising the salary level ahead of time are those that are considered and awarded by the State, the Vietnamese Government, the Prime Minister of Vietnam, and ministries and branches for making outstanding achievements in performing assigned tasks; emulation titles and certificates of merit in mass movements or short-term emulation movements, not within the scope of assigned tasks. Achievements that have been calculated to consider raising the salary level before the deadline are not counted to consider raising the salary level before the deadline for the next time.

- The last salary level has not been ranked in the ranks or titles and by December 31 of the year in which the salary level is considered to be raised ahead of time, there is a lack of 12 months or less to receive a regular salary increase.

- Do not raise the salary level before the deadline twice in a row (two adjacent ranks) in the same rank or the same title.

- Civil servants, public employees, and employees specified in Clause 2, Article 2 of this Regulation, upon reaching retirement age, shall be considered for a salary increase 12 months before the time limit specified in Clause 1. Article 5, if the following conditions and criteria are met:

+ There is a notice of retirement;

+ Satisfying the criteria specified in Clause 2, Article 5 of this Regulation;
