From July 1, 2024, the comprehensive reform of salary policies will be implemented according to Resolution 27-NQ/TW in 2018 of the 7th Central Committee of the 12th Party Congress (Clause 1, Article 3 of Resolution 104/2023/QH15).
Thus, a new system of 3 payrolls will be established and implemented for the military and police forces based on job positions, titles, and leadership positions, replacing the current payroll system. The transition from the old salary structure to the new one will ensure that the new salary is not lower than the current salary, including the following:

The new salary structure for the military and police is designed as follows:
- Base pay (accounting for about 70% of the total salary fund)
- Allowances (accounting for about 30% of the total salary fund)
- Additional bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).
The 3 new payrolls based on job positions for the military and police will replace the current 2 payrolls as stipulated in Clause 1, Article 5 of Decree 204/2004/ND-CP:

Therefore, the above 2 payrolls will be abolished when implementing the salary reform in 2024.
Thus, from July 1, 2024, the military and police will officially receive salaries based on their ranks, positions, and military or police ranks for officers and non-commissioned officers.
Professional soldiers and technical specialists in the police will have a separate payroll.
Defense workers and police workers will have their own separate payroll and maintain a salary ratio comparable to that of administrative civil servants as it is currently.

Pursuant to point c, Clause 3.1 of Section II of Resolution 27-NQ/TW in 2018, specific factors are identified to formulate the new payrolls as follows:
- Annul the current statutory pay rate and salary coefficients, and establish a specific amount for the basic salary in the new payrolls.
- Expand the salary relationship as a basis for determining specific salary amounts in the payroll system, gradually approaching the salary relationship in the business sector that is suitable for the state's resources.
- Improve the system of regular salary increases and early salary increases for officials, public employees, and armed forces in accordance with the provisions of the new payrolls.

Pursuant to Resolution 27-NQ/TW in 2018, the current statutory pay rate and salary coefficients will be annulled, and a specific amount will be established for the base pay in the new payrolls.
After the salary reform, a new payroll system will be established and issued based on job positions, titles, and leadership positions for officials and public employees to replace the current payroll system. The transition from the old salary structure to the new one will ensure that the new salary is not lower than the current salary.
Currently, the Law on Social Insurance 2014 stipulates certain allowances linked to the statutory pay rate, including:
- Convalescence and health rehabilitation allowance after sickness
- Lump-sum allowance for childbirth, adoption of children.
- Convalescence and health rehabilitation allowance after maternity leave; funeral allowance.
- Monthly disability allowance.
To ensure the implementation of unified legal provisions after the salary reform, Section 6 of Part III of Resolution 27-NQ/TW in 2018 sets out the task of amending and improving the social insurance law and related laws on salary policies in the public sector.
Therefore, based on the above contents, the social insurance allowances currently linked to the statutory pay rate may be annulled after the expected salary reform from July 1, 2024, and they may be amended to align with the new salary policies after the salary reform.
In the Government's Proposal No. 527/TTr-CP on the Draft Law on Social Insurance (amended) dated October 10, 2023, the Government proposes to amend the allowances linked to the statutory pay rate by specifying a specific amount (equivalent to the absolute amount prescribed in the current regulations), and these levels will be adjusted when the Government adjusts pensions and social insurance allowances.
Therefore, when implementing the salary reform in 2024, the allowances linked to the statutory pay rate that the military and police currently receive may be subject to changes.
